About this file

This is a Questions and Answers document dated November 26, 2024 regarding a dining facility contract opportunity for the Minnesota Army National Guard at Camp Ripley Training Center. The Q&A addresses staffing requirements (contractor determines staffing levels based on meal numbers), paper products responsibility (contractor provided), proposal formatting requirements (Microsoft Word or Adobe Acrobat accepted, no zipped or password-protected files), and administrative matters like COR identification and contact protocols.

The related contract opportunity is for a Full Food Service (FFS) Single Award Task Order Contract (SATOC) IDIQ to provide meals for Government Subsistence-in-Kind (SIK) Soldiers, including field feeding and bag meals at Building 6-67, Camp Ripley Training Center. Key challenges include 72-hour notice for meal numbers, variable walk-in cash customers, and significant fluctuations in daily customer volumes. The contractor is not responsible for equipment, utilities, or building usage costs, but staff will require military installation access. Task orders will be issued monthly based on estimated meal requirements.

Dining Facility Questions #1 Date 26Nov24 1030

1. Can I get the names of the Building manager and the COR?

Answer: Bruce is the building manager and Nick Swenson is the COR.

2. How many employees does it take to run the facility effectively?

Answer: This is individually based on the needs determined by the vendor to cover all requirements. The Government communicates the requirements of the meal numbers, it is the responsibility of the contractor to determine the number of employees.

3. Can I get Nick’s email address?

Answer: Individual contact information will not be given out. All questions needed to come through contracting.

4. When SIK numbers require paper service products, are those products provided by the contractor or the government? This question does not apply to Field Feeding Operations.

Answer: paper products are provided by the contractor.

5. Page 57 of the Solicitation specifies Volume Numbers required for proposal files. Please clarify Volume numbers for Past Performance and Cost/Price volumes, as those are in a contradicting order on pages 58 and 59 of the Solicitation.

Answer: The solicitation has been edited to correct the discrepancy

6. Can the Government please confirm CMRA reporting requirements, or current requirements for SCR reporting in SAM?

Answer: The IDIQ will be above the threshold thus this requirement is required.

7. FAR 15 cost proposal guidelines refer to formatting that best suits contracting staff preferences for an opportunity. Please confirm acceptable file format (MS Word, Excel, Etc) the government wishes to receive cost proposal volumes for this solicitation.

Answer: Any Microsoft Word or Adobe Acrobat format will be accepted, no zipped files or password protected files.

8. Will the Government please include a copy of site visit attendees with posted Q&A responses?
