About this opportunity
The Department of Energy Office of Science seeks a single, self-contained outdoor-rated 20-ton air-cooled industrial process chiller system with integrated glycol pump and buffer tank, with proposals due September 9, 2026, at 12:00 p.m. Mountain Time. The procurement uses Lowest Price Technically Acceptable (LPTA) selection.
Place of performance is Golden, Colorado, with delivery to the Flatirons Campus facility at 19001 W. 119th Avenue, Arvada, Colorado 80007. The chiller must cool and circulate a 50/50 propylene glycol/water mixture at 35F set point (with flow rate of 60–90 GPM) to condense and dry water from hydrogen gas produced by a proton exchange membrane electrolyzer, operating under variable loads and surviving extreme ambient outdoor conditions at 6,000-foot elevation. The system must deliver a minimum of 15 tons of cooling capacity at 35F process temperature with 95F ambient air and 6,000-foot elevation correction, with all electrical components OSHA-approved NRTL listed (UL, CSA, or equivalent). Operating conditions include ambient temperatures of 0–95F and wind speeds up to 80 mph; the system must survive while shut down ambient temperatures of −20–104F and wind speeds up to 155 mph. Delivery is required by September 11, 2026, with acceptance testing as a factory demonstration of 15-ton cooling capacity at specified conditions.
NAICS code is 333415, Air-Conditioning and Warm Air Heating Equipment and Commercial and Industrial Refrigeration Equipment Manufacturing, with small business size standard of 1,250 or fewer employees. Buy American Act provisions apply with preference for domestic offers and foreign-offer evaluation per FAR 25.106 and Subpart 25.5. Offerors must identify country of shipment, itemize tariff costs based on proposal due-date tariffs, state whether Duty Free Entry applies, and indicate whether the offeror is the importer of record. Technical questions were due July 14, 2026. Amendment No. 3 posted September 4, 2026, extended acceptable delivery to mid-March 2027 and clarified technical specifications and testing requirements.

7/16/26 Amendment No. 1 posted to address the technical questions received. At this time we do not need to extend the due date.
This procurement is for a single, self-contained, outdoor-rated 20-ton air-cooled industrial process chiller system complete with an integrated glycol pump and glycol buffer tank system.
The primary function of this equipment is to cool and circulate a 50%/50% propylene glycol/water mixture at a set temperature of 35°F (with a flow rate of 60–90 GPM) to condense and dry water out of a hydrogen stream generated by a proton exchange membrane (PEM) electrolyzer. The system must operate under variable loads and survive extreme ambient outdoor conditions at an elevation of 6,000 feet.
