About this file
This document is Amendment No. 1 to Request for Quote (RFQ) Number 2026030648 issued by the National Laboratory of the Rockies (NLR), managed and operated by the Alliance for Energy Innovation, LLC. The RFQ seeks quotes for a process fluid chiller to support an industrial water electrolysis process that produces hydrogen gas. The chiller will circulate a 50/50 propylene glycol and water solution through heat exchangers to condense water from the hydrogen product gas stream. The chiller must include a refrigeration loop and pump. This is a Lowest Price (Cost), Technically Acceptable Selection procurement.
Proposals must be submitted electronically to Allison Pezzullo at Allison.Pezzullo@nlr.gov by 7/20/2026 at 12:00pm Mountain Time. Delivery is required to the Flatirons Campus facility at 19001 W. 119th Avenue, Arvada, CO 80007, Attn: Jeffrey Mohr. Delivery drivers must present a valid driver's license and check in at the front security gate; units will be unloaded by NLR staff using a telehandler. Delivery is available weekdays between 8:00am and 3:30pm, with alternative times available by coordination. All responsive proposals must include confirmation of receipt and acceptance of this Amendment in the cover letter and address all required documents per Section 6 of the RFQ (Evaluation Process, paragraphs a through g).

Amendment No. 1 is hereby issued in response to questions received regarding the subject Request for Quote (RFQ). Please note that some questions may have been edited to address duplicate questions or to protect business-sensitive information provided in the original questions. The essence of the original questions are not affected. Questions are in no particular order.
1. Q. What is the delivery location?
A.
Flatirons Campus National Laboratory of the Rockies Attn: Jeffrey Mohr 19001 W. 119th Avenue Arvada, CO 80007 mailto:allison.pezzullo@nlr.gov
2. Q. Could you please confirm the exact delivery/ship-to address for the chiller unit, along with any relevant site logistics information, such as:
- Delivery/ship-to street address
- Site access restrictions or required lead time for delivery scheduling
- Loading dock, crane, or rigging availability for offloading the unit
- Any special delivery hours, security/badging requirements, or POC for coordinating delivery?
A.
Flatirons Campus National Laboratory of the Rockies Attn: Jeffrey Mohr 19001 W. 119th Avenue Arvada, CO 80007
Delivery driver will need drivers license and will need to check in with front security gate to get onto secure government facility. Units will be unloaded by NLR staff using telehandler. Delivery hours are weekdays 8:00 am – 3:30 pm. Other delivery times can be coordinated if necessary excluding weekends. A dedicated POC will be available from the NLR side and that will be assigned on PO award.
3. Q. Can you verify if the chiller is for the air conditioning system? HVAC chiller?
Or is this for process cooling?
A. The request is for a process fluid chiller to support an industrial process. The process is electrolysis of water to produce hydrogen gas. The chiller will be used to circulate chilled cooling fluid through heat exchangers to condense water out of the product gas (hydrogen) stream. NLR will be responsible for the heat exchanger design and connections. The requested chiller is expected to have a refrigeration loop and a pump to pump the process fluid (50/50 propylene glycol and water).
As a reminder, each proposal must be submitted electronically to Allison.Pezzullo@nlr.gov by the deadline date of 7/20/2026. To be considered a Responsive Offeror, please include all the required documents per the instructions listed in the RFQ (Section 6 – Evaluation Process, paragraph a through g).
If your company submits a quote, please include confirmation of receipt and acceptance of this Amendment in your cover letter. Thank you for your interest in this project. We look forward to receiving your proposal!
