About this file

This is Amendment No. 3 to Request for Quote (RFQ) Number 2026030648 issued by the National Laboratory of the Rockies (NLR), managed by the Alliance for Energy Innovation, LLC, for procurement of an MMW Chiller for Balance of Plant. The RFQ uses a Lowest Price Technically Acceptable (LPTA) selection methodology. The proposal deadline is September 9, 2026 at 12:00 p.m. Mountain Time, with delivery acceptable by mid-March 2027. Proposals must be submitted electronically to Allison Pezzullo at Allison.Pezzullo@nlr.gov. Site visits are not required or recommended. The solicitation is subject to Federal Acquisition Regulation 52.229-3 regarding domestic content and Buy American requirements.

The chiller must meet the following technical specifications: 2.5-inch process ports; tank volume greater than 50 gallons; pumps supplying 60-90 gpm at 40-100 psi; controls with remote on/off signal capability (digital or analog); and 15-ton cooling capacity at a process fluid set point of 35°F corrected for 6,000-foot elevation. The 35°F requirement represents the set point for process fluid leaving the chiller. Acceptance testing consists of a factory test demonstrating the 15-ton cooling capacity at the specified conditions. NLR will perform startup and commissioning; the vendor is responsible only for delivery. Heat exchanger datasheets are unavailable, but total estimated pressure drop is less than 30 psi with a designed flow rate of 60 gpm. The procurement requires submission of Representations and Certifications forms and any associated software licenses or documents requiring signature. Appendix B-8 governs the terms for this commercial item purchase. Offerors must confirm receipt and acceptance of this Amendment in their cover letter.

Amendment No. 2 is hereby issued in response to questions received regarding the subject Request for Quote (RFQ). Please note that some questions may have been edited to address duplicate questions or to protect business-sensitive information provided in the original questions. The essence of the original questions are not affected. Questions are in no particular order.

1. Is the proposal deadline of September 9, 2026 at 12:00 p.m. Mountain Time the controlling deadline, and is delivery required by September 11, 2026 at a specific time?

The delivery date is now extended and there is no specific date. Mid-March 27 is acceptable.

2. Is a site visit required or recommended? If required, please provide the procedure, deadline, access/badging requirements, and point of contact.

Site visit is not required or recommended.

mailto:allison.pezzullo@nlr.gov

3. Please provide or identify the referenced RFQ Section 6 paragraphs (a) through (g), if they are not included in the issued RFQ package.

The evaluation sections were not stated in the original RFQ solicitation and therefore are not in effect for this process. Please refer to the original RFQ for the evaluation criteria.

4. Please provide the current Representations and Certifications form and confirm whether any OCI, price/cost, or other procurement forms are required for this nonconstruction purchase.

Link: Working With Us, documents: http://www.nlr.gov/workingwithus/forms.html. There is only one document under the Representations and Certifications header.

5. Please confirm whether Appendix B-8 is the complete governing terms and whether performance/payment bonds, insurance certificates, licenses, or onsite safety documents are required before award or only if onsite work is included.

The Appendix B8 remains the governing Terms. If there are associated software licenses or any other document that requires signature, please provide those documents with your quote.

Appendix B8 Terms: https://www.nlr.gov/docs/libraries/working-with-us/appendix-b-8-subcontracts-purchase-orders-commercial-items.pdf?sfvrsn=a240a73c_1.

6. Please confirm whether the chiller supplier may use a manufacturer/integrator and whether NLR requires a specific domestic-content or Buy American certification.

The solicitation and purchase of this item is subject to Federal Acquisition Regulation 52.229-3.

Please refer to the original RFQ for further information.

7. Please confirm whether NLR expects only delivery or also startup, commissioning, electrical connection, glycol filling, or onsite training.

NLR only requires delivery. Startup and commissioning will be performed by NLR.

8. Please confirm required process-port sizes, tank volume, pump head/flow curve, controls interface, submittal format, and acceptance testing.

2.5” process ports, tank volume > 50 gallons, Pumps must supply between 60-90 gpm at pressures between 40-100 psi, Controls need to have a remote on/off signal that is either digital or analog. If the temperature setting remains active (in memory) during a power cycle the temperature can be set just through the HMI on the unit and does not need to have the option for remote signal. Acceptance testing will be a factory test showing 15 tons of cooling with a process fluid set point of 35 F corrected for 6,000 ft elevation.

9. Please confirm whether the 35°F process requirement is a leaving-fluid setpoint or a minimum sustained process temperature, and how capacity will be evaluated at 6,000 ft elevation.

http://www.nlr.gov/workingwithus/forms.html https://www.nlr.gov/docs/libraries/working-with-us/appendix-b-8-subcontracts-purchase-orders-commercial-items.pdf?sfvrsn=a240a73c_1 https://www.nlr.gov/docs/libraries/working-with-us/appendix-b-8-subcontracts-purchase-orders-commercial-items.pdf?sfvrsn=a240a73c_1

This is the set point for the process fluid leaving the chiller. 15-ton capacity requirement is at the process set point of 35 F at an altitude of 6,000 ft.

10. Heat exchanger performance data: Thermal Care is assuming the heat exchanger referenced in the specification is located between the chiller and the process. If that is correct, could you provide the heat exchanger datasheet, including design flow rate, pressure drop, heat load, and entering/leaving temperatures on both the process side and the glycol side?

There will be a series of heat exchangers between the chiller and process. We have not yet purchased the heat exchangers so specific datasheets are not available. We are estimating a total pressure drop of less than 30 psi with a designed flow rate of 60 gpm. We should have sufficient buffer in our design estimations that performance will be acceptable if the 15-ton cooling capacity at a process fluid set point of 35F at 6,000 ft.

11. 35°F requirement clarification: the specification calls for 20 tons of cooling at 44°F leaving fluid temperature / 95°F ambient, but also states a minimum process requirement of 15 tons at 35°F. Please clarify whether the 35°F temperature is on the process side of the heat exchanger, or if the chiller itself is expected to supply 35°F glycol directly.

The 20 tons of cooling at 44F was just included for a benchmark for some systems that were using a 44F sizing standard this should be an equivalent size chiller to 15 tons at a process fluid set point of 35F. The actual use and design specification is 15 tons of cooling at 35 F. Please expect the chiller to have to operate with 15 tons of cooling at a process fluid set point of 35 F.

12. Delivery schedule: Thermal Care's current estimated lead time is approximately 14-16 weeks, which exceeds the requested delivery date of 9/11/2026. Please confirm whether the delivery date has flexibility to accommodate that lead time, or if this will need to be addressed differently.

Delivery date has flexibility. Delivery by mid-march is acceptable.

As a reminder, each proposal must be submitted electronically to Allison.Pezzullo@nlr.gov by the deadline date of Noon MT, 9/9/2026.

To be considered a Responsive Offeror, please include all the required documents per the instructions listed in the original RFQ solicitation for this LPTA (Lowest Price Technically Acceptable) competitive award.

If your company submits a quote, please include confirmation of receipt and acceptance of this Amendment in your cover letter. Thank you for your interest in this project. We look forward to receiving your proposal!
