The procurement requires comprehensive support for installing Ship Alterations, Ship Change Documents, Ordnance Alterations, and system repairs on U.S. Navy, U.S. Coast Guard vessels, and authorized Foreign Military Sales customers. Key contractor qualifications include the ability to provide facilities in major fleet concentration areas capable of supporting 8-ton systems with specific space and utility requirements, as well as personnel possessing SECRET security clearances for 12 designated positions. Evaluation will consider technical approach (with proposals limited to 30 pages for Element 1), past performance based on a reference matrix for up to 10 relevant contracts from the past 5 years, and cost factors, with non-cost factors weighted as significantly more important than cost. The original solicitation posting date was January 22, 2025, with a proposal due date of March 10, 2025; Amendment 0002 was released on March 6, 2025, with updated personnel qualifications and additional questions and answers.

This solicitation is a 100% Total Small Business set-aside, representing a transition from a previous contract (N00178-04-D-4012/M808). The government intends to award a single Indefinite-Delivery Indefinite-Quantity (IDIQ) contract combining both Cost Plus Fixed Fee (CPFF) and Firm Fixed Price (FFP) components for a 5-year ordering period with a minimum guarantee of $500 and a maximum contract value of $93,158,279.64. Work will be performed at various CONUS and OCONUS locations including San Diego, Norfolk, Everett, and Yokosuka naval facilities, with the contractor required to maintain facilities capable of supporting weapon systems maintenance and installation activities. The contract calculation is based on 1,912 annual work hours to account for all federal holidays. Offerors must submit a completed DD Form 2345 and sign a Non-Disclosure Agreement (NDA) to receive restricted exhibits and attachments located in Section J of the RFP, with requests directed to michael.j.anthony40.civ@us.navy.mil.
