About this file

This is a Questions and Answers amendment document for RFP N00174-25-R-0002 related to MK38 Alteration Installation Team (AIT) Support. The document clarifies multiple aspects of the solicitation, including confirmation that the maximum contract value is $93,158,279.64, updates to various SOW paragraph reference numbers, and clarification that this is a new procurement for NAVSEA/NSWC IHD transitioning from another command (previous contract N00178-04-D-4012/M808).

Key clarifications include: the work year calculation being updated to 1,912 hours to account for all federal holidays, contractor format being acceptable for resumes with a 5-page limit, Attachment 03 being updated to include tables for past performance information, and the page limit for Element 1: Technical Approach being increased from 20 to 30 pages. The document also confirms that CLIN 0002 Materials will remain FFP type, with materials to be individually priced on each task order. Additional changes include removing dry air requirements from the SOW, updating all SEA-09 references to SEA-04, and adding FAR Clause 52.222-20 to Section I of the RFP.

Amendment 01: QUESTIONS & ANSWERS TO RFP: MK38 AIT (N00174‐25‐R‐0002)

1. Section A (page 2) states a Minimum Quantity Guarantee of $500 and a Maximum Contract

Value of $93.15M. However, Section B (page 6) lists the Minimum Amount as $500 and the

Maximum Amount as $932,158,279.64. Could the government confirm there is a typo on page 6 of the solicitation and the Maximum Amount should read $93,158,279.64?

USG RESPONSE: Maximum value is $93,158,279.64.

2. Section C, paragraph 3.2 (page 12) states, "The contractor shall report labor hours in accordance with paragraph 3.3.13 below. The contractor shall adhere to the transition terms herein and in accordance with 3.3.14 below. The contractor shall deliver the data items listed in paragraph

3.3.15 per the applicable Contract Data Requirement Lists (DD Form 1423s) indicated." It seems the numbering is not accurate according to the information listed:

a) Please clarify how paragraph 3.3.13 requires reporting labor hours. Or should there be a different SOW paragraph referenced?

USG RESPONSE: “The Contractor shall report Contractor labor hours in accordance with paragraph 3.3.13 below” language will be removed from the RFP to avoid confusion.

b) Please confirm 3.3.14 is a typo and should be referenced as 3.3.13, Transition?

USG RESPONSE: “The Contractor shall adhere to the transition terms herein and in accordance with paragraph 3.3.14 below” will be updated to reflect 3.3.13

c) Please confirm 3.3.15 (which doesn’t exist) is a typo and should be referenced as 3.3.14?

USG RESPONSE: 3.3.15 is a typo and will be updated to 3.3.14

3. Section C (page 15), paragraph 3.3.4.2 b) states, "The contractor's facility shall be equipped for work relating to cleaning, preparation, and painting of ordnance equipment IAW MIL‐STD‐1303 or as required for the execution of unique situation requirements." However, there is nothing in the SIDs provided in Attachment 8 that indicates requirements for the manufacturing or procurement of ordnance equipment. Additionally, references in Attachment 8 identify these types of items as GFM, and per paragraph 3.3.11 (page 21), these will be provided by the government or will be commercially available finished goods. Can the government confirm the applicability of this facility requirement and elaborate on any necessary steps to meet this requirement?

USG RESPONSE: Language added to 3.3.11.3 to provide clarification: “Ordnance Equipment” is included as GFM as well as any material required to complete installation of the GFM per the

SIDs the contractor would be responsible for fabricating or procuring.

4. Section C (page 15), paragraph 3.3.4.2 k) states "dry air requirements." What specific application will the dry air be required for, and what capacity and quality will be necessary? Can the government confirm the applicability of this facility requirement and, if applicable, elaborate on the steps needed to meet this requirement?

USG RESPONSE: This dry air requirement is being removed from the SOW as it is not needed for this MK38 acquisition.

5. Section C (page 16), paragraph 3.3.5.1 references TS 9090‐310 and the SEA 09 requirement. The current version still references SEA 04RP, and both Section M, Element 7, and Section L, Element

7, reference SEA 04. Can the government clarify the difference between SEA 04 and SEA 09 as they relate to this requirement, or are they considered synonymous in this context?

USG RESPONSE: Update to “all SEA‐04 requirements”. SEA‐09 is removed. Section C, L and M all reference SEA‐04 as the requirement.

6. Section C (page 17), paragraph 3.3.7.1 states, "…Personnel providing direct technical support to this effort will be required to have at a minimum a DoD SECRET clearance at the time of award."

Does this requirement apply to all personnel, including tradespersons working on installations in locations that have been unclassified, or is clearance required only for those needing access to classified spaces or information?

USG RESPONSE: Attachment 09 – Personnel Security Qualifications is hereby added to Section

J. Will add language here to refer to this attachment under this section.

7. Section L (pages 95‐99) provides different page limits for the Volume 1 Technical Elements 3 and

4 than those outlined in Section M (pages 115‐116). Can the government please confirm the page count limits in Section L are accurate and to be utilized with our proposal submission?

USG RESPONSE: Section L page limits are correct. Section M will be updated to match Section

L limits.

8. Section L (page 105), "Estimated Labor Hours," states that "A work‐year is based on 1,920 hours." This total accounts for 10 of the 11 federal holidays. Can the government confirm if this total is accurate, or shall offerors utilize 1,912 hours as the work‐year total?

USG RESPONSE: The hours will be updated to the 1,912 to account for all 11 federal holidays.

Section L and Note under table 1 will be update to reflect the 1,912.

9. Element 3: “Personnel Resources “ on page 96, requires resumes for Key Positions, but does not define a format or the page count for the resume. Does the government have a specific format and page limit for resumes, or is Contractor Format acceptable?

USG RESPONSE: Contractor format is acceptable. Please limit resume to 5 pages.

10. Volume II: “Past Performance” on page 99, request offerors to use Attachment 03 to provide a

“list of relevant contracts”. Attachment 03 is a Past Performance Questionnaire form for the offeror to submit to customers if the contract is not in the PPIRS. Does the government have a format that it wants the offeror to use to list the relevant contracts, information the government wants the offeror to provide, the associated format and is there a page limit?

USG RESPONSE: Attachment 03 is updated to include tables for offerors to add past performance contract information. Attachment 03 in Section J is also updated

11. SOW 3.3.13 “Transition” and Element 6: “Transition Plan”. Can the government confirm this is a new procurement requirement? If so, is the offeror required to submit a “Transition Plan” as described on page 98?

USG RESPONSE:

USG RESPONSE: This is new procurement for NAVSEA/NSWC IHD, but is not a new requirement to the United States Navy. This work is transitioning from another command to

NAVSEA and requires collaboration between the incumbent and the future contractor for

NAVSEA/NSWC IHD.

12. Reference: Section L, Element 6, Transition Plan ‐ Question: If applicable please provide the name of the incumbent contractor and the contract number.

USG RESPONSE: The previous contract number is N00178‐04‐D‐4012/ M808.

13. Reference: Section L, Volume III Cost, page 105, under FOR PROPOSAL PREPARATION PURPOSES

ONLY, it reads, “…to be used by all Offerors in preparing their cost proposals as set forth herein.” However, under the Estimated Labor Hours subsection, it reads, “…Offerors are to use Table 1 below as a guide for computing all labor costs…” And also, “It is up to the contractor to determine the appropriate labor mix and hours proposed.” {underlines added for emphasis} ‐ Question: Please confirm the Offerors shall use Table 1 labor categories and hours to ensure consistent pricing and evaluation amongst all Offerors.

USG RESPONSE: Offerors should use Table 1 in Section L for pricing and planning purposes regarding the 5 year ordering period, labor categories and estimated hours. As stated in

Direct Labor under Section L, If additional lines are required, the Offeror is to adjust the sample spreadsheet accordingly. However, the Offeror is cautioned and reminded that any adjustments to an individual spreadsheet cost proposal, (i.e., addition/deletion of lines) needs to be reflected on all spreadsheets, as all spreadsheets shall be linked.

14. Please confirm the LOE on page 106, Table 1, should be split evenly across 5 years for consistency amongst all offerors.

USG RESPONSE: As stated in Estimated Labor Hours under Section L, the hours provided in the

Table 1 is the Government’s best estimate and is used to establish the ceiling of the contract.

The Government advises that this is the anticipated hours required at time of award and for the life of the contract; however changes in program requirements may affect changes in the hours utilized. It is up to the offeror to determine the appropriate labor mix and hours proposed.

15. Section L, Volume III Cost, page 101, (j) states “… Escalation shall not be applied to labor categories listed on the Department of Labor (DOL) Wage Determination”. Request this sentence be removed since the Service Contract Labor Standards do not apply to this type of work and are not incorporated in this Solicitation.

USG RESPONSE: (j) will be removed under Volume III

16. Section B, CLIN 0002, Materials has “FFP” as the contract type. Kindly confirm this should read COST to mirror CLIN 0003 and 0004. The NTE amount is for the overall CLIN ordering value/ceiling and pricing purposes only.

USG RESPONSE: FFP is the correct type for CLIN 0002. Correct the NTE amount shown is for the overall CLIN of 5 year ordering period. Materials will be individually priced on each task order.

17. Section B, CLIN 0004, Misc. Supplies/Materials. The PROJECT states, “FFP Supplies.” Request the “FFP” wording is removed and state “PROJECT: Misc. Supplies/Materials”.

USG RESPONSE: Project title will be updated to remove “FFP” and renamed to Misc

Supplies/Materials

18. Request the Government modify Table 2 on page 107 to add the missing CLIN 0002 Materials in the NTE amount of $29,957,692.34, and thereby making the grand total $42,700,733.97.

USG RESPONSE: The Firm fixed price material line is not considered an Other Direct Cost and will not be added to this table. However the table will be corrected to replace FFP with Cost in the description of materials in that table to align with the CLIN in section B.

19. Section L, Element 1: Technical Approach, page 96 states: “…approach to perform the requirements listed in section 3.0 of the Government provided Statement of Work (SOW).”

Section 3 contains three subsections; 3.1 Kickoff Meeting, 3.2 General, and 3.3 Detail Tasks.

Section 3.2, 1st paragraph, last sentence states: “The following list of materials and services shall include, but not be limited to installation of hull specific S/As, SCDs and ORDALTs.” The next line states: “The Contractor shall fabricate, assemble, install and test in accordance with the requirements in paragraph 3.3.1” Paragraph 3.3.1 is titled “Fabricate, Assemble, Install and Test of MK 38 MGS System and Ballistic Shields S/As, SCDs and OAs” and is further broke down into ten subparagraphs in

3.3.1.1 through 3.3.1.10 that provide very detailed requirements.

a) Recommend NSWC IHD remove Section 3.2 from the Technical Approach. [This effects page 96 and Section M, Element 1: Technical Approach, page 115.]

USG RESPONSE: Section 3.2 will not be removed from the SOW

20. Section L, Element 1: Technical Approach requires an approach to perform the requirements

SOW C3.3.4, page 15, Facilities; and Element 2, page 96, Facilities and Equipment requires the offeror to “provide a description of facilities and equipment necessary to comply with the applicable tasks in the Statement of Work.”

a) Recommend NSWC IHD consolidate the two Facilities and Equipment requirements into Element 2.

USG RESPONSE: The Government is not consolidating the Facilities and Equipment requirements.

21. Section L, Element 1 requires an approach to perform the requirements SOW C3.3.13, Transition.

Element 6, page 98, Transition Plan requires that the offeror “…describe its proposed transition process in detail.” Element 6 has nine subsections requiring significantly more detail than Element 1.

a) Recommend NSWC IHD consolidate the two Transition requirements into Element 6.

USG RESPONSE: The Government is not consolidating the Transition requirements.

22. Section C, Section C 3.3.5.2 Planning, page 16, 2nd paragraph states “The Contractor shall ensure production POA&Ms are updated weekly IAW Subsection 3.18.12 and AIT POA&M Scheduling Guide, Exhibit-2.” Exhibit-2 was not provided with the RFP Package. Please provide.

USG RESPONSE: Exhibit 2 in subsection 3.18.12 is within the NAVSEA TS9090‐310H itself and is referenced there. There is no actual exhibit 2 to include within this RFP.

23. Section L, Volume II, Past Performance, page 99, last paragraph states “Using the Past

Performance Reference (Attachment 03), the Offeror and all subcontractors shall provide a separate list of relevant contracts that were performed within the last five years.” Attachment 03 is the Past Performance Reference/Questionnaire which is not a list. What is the Offeror to provide?

USG RESPONSE: Attachment 03 is updated to include tables for offerors to list past performance information requested. Section J Attachments is updated.

24. Section L, Volume I, Technical, page 96, Element 1. A 20-page limit is provided which is not sufficient in providing an approach, understanding, and innovations for the SOW which is eleven pages in length. Please consider increasing the page limit to forty (40).

USG RESPONSE: Page limit will be revised from (Not to exceed 20 pages) to (Not to exceed 30 pages) under Element 1: Technical Approach. Sections L and M are updated to reflect this change.

** Additional Changes: USG Comment: Add FAR CLAUSE 52.222‐20 to Section I of the RFP.
