MK38 AIT: Amendment 02: Q&A

1. Key Personnel qualification for Field Service Engineer require an engineering degree and >4 years & <10 years of experience for Mid-Level and ≥10 years for Senior-Level. However, the position description lists duties normally accomplished by an onsite lead installer. Typically, these individuals are not degreed professionals, but rather supervisory technicians that possess >4 years - ≥10 years of shipboard installation experience. Will the Government consider the following:

a. Senior-Level. Possesses ≥10 years of experience with a minimum 5 years leading major shipboard electronic systems installations which are relevant to MK-38 MGS installations in lieu of degree requirements.

b. Mid-Level. Possesses >4 years - <10 years of experience with a minimum 3 years leading major shipboard electronic systems installations which are relevant to MK-38 MGS installations in lieu of degree requirements.

USG Response: Attachment 05 – Personnel Qualifications is revised

2. Key Personnel qualification for Program Manager require Bachelor's level degree in any technical or managerial discipline and 10 years professional experience in program/project management. There are personnel that have experience in accomplishing the Installation Plan and Shipyard Background stated requirements without the degree. Will the Government consider that in lieu of degree requirements, the candidate possesses 10 years of additional years of program management experience.

USG Response: Attachment 05 – Personnel Qualifications is revised

1. Attachment 3 Revised - Past performance Questionaries’ (MK38 AIT) Amendment 01 – How do we answer the questions concerning “Contract Completed on Time” and “Contract Completed at Proposed Cost” if we are still working on the Contract? YES/NO are the only two options given. Shall we type in N/A, CURRENT, IN PROGRESS?

USG Response: If an offeror is listing a relevant contract that is still ongoing, then in columns 5 & 6 put “N/A” and in column 7 explain that it is still in progress. However, please make every effort to provide past contract history that has finished so past performance evaluators can evaluate according to the RFP.

2. We respectfully request a two (2) week extension to review and regroup, based on the responses to the questions answered.

USG Response: The Government will not be extending the RFP close date. Remains unchanged
