About this file

This is Amendment P0001 to Solicitation 140P8326Q0066, issued by the National Park Service (NPS) on August 13, 2026, with an effective date of August 13, 2026. The amendment extends the submission deadline to Tuesday, September 1, 2026, and provides clarification regarding the fabrication and design of replacement polycarbonate exhibit panels for an Olympic Mountains visitor center display. The panels measure 62" x 44" and are double-sided, with three laminated layers: a non-glare reverse-printed first layer, a 1/2" clear middle layer, and a 1/8" cream bottom layer designed to create a floating effect. The existing wood frame (1 1/2" width) will be reused by NPS, and the contractor is not responsible for panel installation or edge modifications such as drilling holes or routing. NPS will provide only a list of updated names to be displayed, not a design template; the contractor may adjust font size and reduce spacing from the frame edge from 3" to 2" as needed to accommodate additional names. The amendment specifies that any combination of materials and construction methods that produces the desired appearance and withstands public display and maintenance will be considered acceptable, with no prescribed requirements for the number of layers, materials, specific printing method, or construction technique.

The period of performance runs from September 1, 2026, to October 30, 2026. The amendment includes responses to contractor questions addressing polycarbonate thickness, material specifications, printing methods, artwork provision, frame preparation, and panel installation responsibilities. The Contracting Officer clarifies that while NPS possesses content expertise, contractors should propose fabrication methods suitable for the public display environment. Administrative and contracting points of contact are John Flatt, Contracting Officer at the National Park Service, reachable at john_flatt@ios.doi.gov. Offers must acknowledge receipt of this amendment prior to the September 1, 2026 deadline by completing required forms or submitting separate written communication referencing the solicitation and amendment numbers.

Amendment P0001 Posts questions and answers, adds additional photos, and extends the deadline for submissions to Tuesday 9/1/26.

Please see attachments for additional photos.

Questions and Answers: The questions are listed below as asked along with the program response and CO comments.

Q: Double-Sided Polycarbonate Panels: The SOW requires three (3) double-sided 62" x 44" polycarbonate exhibit panels. Please confirm whether this means three physical polycarbonate panels printed on both sides, for a total of six printed faces, or six separate polycarbonate panels, one for each printed side.

Q: White Background: The reference images appear to show a white background behind the graphics. Please confirm whether the white background is intended to be produced using white ink, an opaque white film/vinyl, a separate white backer panel, or another specified fabrication method.

Q: Polycarbonate Thickness: What thickness of polycarbonate is required for the replacement panels?

Q: Polycarbonate Type / Finish: Please confirm the required polycarbonate type and appearance, including whether the material should be clear, white, translucent/frosted, or another finish, and whether there are any specific requirements for color, opacity, gloss/anti-glare characteristics, UV resistance, or other surface properties.

Q: Printing Method: Is there a required printing method for the corrected names/text, such as direct printing, second-surface printing, applied vinyl/film, or another process? The solicitation states that proposed materials and printing techniques will be evaluated but does not prescribe a specific method.

Q: Artwork / Content / Design Intent: Will NPS provide an editable electronic file of the existing panel layout/design and the corrected names/content, or will the contractor be expected to recreate the existing layout from the current panels? Please also confirm whether the intent is to replicate the existing appearance ¿ including typeface, spacing, margins, text size, background, and overall layout ¿ or whether the contractor is expected to propose a revised design.

Q: Edge/Panel Preparation: Are any drilled holes, routed edges, notches, or other fabrication features required for installation into the existing frames/base?

Q: Existing Frames/Panel Installation: Please confirm whether the existing wood perimeter frames will be reused and, if so, whether NPS will remove the existing panels and install the replacement polycarbonate panels into those frames, or whether the contractor is responsible for placing the new panels into the existing frames prior to delivery.

Q: The solicitation identifies the finished panels as polycarbonate, and your clarification describes three laminated layers. In the edge-view photo, there also appears to be a very thin layer or film immediately in front of the 1/2" clear layer. Is that the non-glare reverse-printed first layer? If so, what material and thickness is it? Would you please confirm: What material is used for each of the three layers?

What is the thickness of the first, non-glare reverse-printed layer?

Program Response: ¿

The panels are made up of three panels that are laminated together. 1st layer - Non-glare reverse printing 2nd layer - 1/2"clear - 3rd layer - 1/8" cream. It is currently designed to have a floating effect. The park would like to have the updated panels to have this same floating effect. The top of the display is removable, and the panels slide in place and

The frame is 1 1/2" in width. The park is updating the list to provide the names that need to be displayed. They will provide only the list, not the template that was previously used. Knowing that there will be more names than what are currently there, the font may need to be smaller, the space between the edge of the lettering to the frame can be lessened so that there is only 2" between the wood frame and the lettering instead of the current 3 ".

The frames will be reused and NPS will install the panels into the frames. No holes, notches or routing in the panels is necessary.

Contracting Officer answers and comments:

Although experts in the exhibit content, NPS does not necessarily have expertise in the fabrication methods for the exhibits. The photos and additional information are intended to give additional details on the size and appearance of the finished product. As stated in the SOW, the exhibit is displayed in a public area and will be maintained.

The exact material, construction, and printing method for the existing exhibit can not be determined by program staff. Any combination of materials and construction method that will produce the desired appearance and withstand the display and maintenance described in the

SOW will be considered. The "design" component of the solicitation was intended to refer to materials, construction and printing methods.

There is no requirements for number of layers, materials, printing method or construction.

The deadline for submission is extended to

Tuesday 9/1/26 to allow time to review the above information and adjust quotes as necessary.
