About this opportunity
The Department of the Air Force Space Command is procuring floodwater rescue training services for Mexico's National Water Commission (CONAGUA) as part of a Foreign Humanitarian Assistance initiative supporting USNORTHCOM's partnership with Mexico. The contract requires conducting eight Floodwater Rescue Operations Level trainings for approximately 140 responders and two Technician Level trainings with boat handling for approximately 30 responders across four locations in Mexico. All training must be conducted in Spanish and cover comprehensive water rescue skills including swiftwater/floodwater rescue operations, watercraft rescue techniques, incident command system principles, and rope rescue operations. The government will use a Lowest Price Technically Acceptable evaluation methodology, with technical subfactors 1.3, 1.4, and 1.5 considered significantly more important than pricing. Critical deadlines include questions due by June 18, 2025 at 10:00 AM MT and quotes due by June 25, 2025 at 10:00 AM MT.
This opportunity is designated as a 100% Small Business set-aside under NAICS 611430 with an $11.5 million size standard, and the previous contract was held by Anastasia Group LLC. The contract structure includes a base year running from July 2025 to February 28, 2026, with optional periods extending to September 14, 2027. Training will be performed at multiple locations throughout Mexico, with USNORTHCOM now responsible for procuring specialized training equipment including rescue boats, personal protective equipment, and rescue-specific tools rather than requiring the contractor to purchase and deliver this equipment. Instructors must be certified at NFPA Technician level in swiftwater/floodwater rescue and rope rescue, with all course materials prepared in Spanish and tailored to the Mexican context. The training timeline may experience delays, potentially shifting from mid-July to mid-August due to equipment procurement processes.
