About this file

This document is a Questions and Answers (Q&A) file for the Mexico Floodwater Rescue Training (MFWR) solicitation, FA251825Q0009. The key changes involve equipment procurement, with USNORTHCOM now responsible for acquiring training gear instead of the contractor. The training is scheduled from 1 July 2025 to 28 February 2026 and will involve eight Floodwater Rescue Operations Level trainings for approximately 140 responders and two Technician Level trainings with boat handling for about 30 responders.

The Q&A reveals significant modifications to the original solicitation, including government procurement of training equipment to maximize competition. Travel costs are to be factored into the class cost, and the equipment list remains included as a reference. The government indicates that if any equipment parts change, information will be supplied to the contractor, with all parts being equivalent to the original specifications. The training timeline may experience a slight delay, potentially shifting from mid-July to mid-August due to equipment procurement processes.

1GeneralAfter the Government has decided to "remove the requirement for materials and equipment" does this possibly adjust the timeline of training as we now must rely on the Mexico Government/CONAGUA to procure all necessary gear? Posted Training timeline is: 1 JUL 25 - 28 FEB 26. It is significantly easier for contractors to secure the gear required for this vs rely upon the Mexican Government/CONAGUA.USNORTHCOM will procure the equipment. The timeline may be delayed, anticipated between mid-Jul and mid-Aug delivery.
2GeneralBy removing the contractors controls over the gear (supplying specific equipment required for training with appropriate 1983 safety ratings), if gear is deemed unsafe to perform the required training due to inadequacies, are there provisions now made for the contractor to inspect gear and make this training determination based on safety concerns?NORTHCOM will procure the equipment. The equipment list is provided in the PWS. If any parts change, that information will be supplied to the contractor. However, all parts will be equivalents.
3GeneralProcuring and supplying the gear in the original posting was by no means a heavy lift for an adequately prepared contractor. What was the basis for the removal of this, and is the government prepared to pivot and adjust the training requirements if necessary? In other words, what safety measures are now in place to ensure that student PPE and Team Gear will be adequate to perform the scope of the PWS?This decision was made to maximize competition. The equipment will be procured by NORTHCOM so will remain the same and any issues with quality or delivery of the equipment will be the responsibility of the Government.
4PWSAttachment :Atch2_MFWR+PWS_Rev_A2.pdf still includes Appendix E - Equipment List. Understanding the amendment correctly, it is safe to overlook this as the government has officially terminated this requirement from the solicitation FA251825Q0009?The equipment list is included as a reference so the offeror understands what equipment will be available for training. NORTHCOM will purchase this equipment.
5GeneralI’m not seeing any provisions for travel in the pricing spread sheet, the PWS or the Combo document. The Per Diems and M&IE for the four sites vary greatly and could skew the budgeting if an average is used (not practical). Since we do not see any way to submit travel how will travel costs be billed/handled/budgeted?
Should travel be calculated in to each CLIN for the 4 instructors along with the LOE for program delivery?Travel costs for your team should be factored into the class cost.
