Floodwater Rescue Operations Level training, Technician Level training including boat handling, Watercraft Rescue Operations Training, Water Rescue Planning (ICS & SOP Development), Rope
Rescue Operations, and Water Rescue Operations Train-the-Trainer, in Spanish, for Mexico’s flood response brigade members. The base of this requirement is four Floodwater Rescue Operations Trainings.
2.0 ORGANIZATION BEING SUPPORTED
NORAD & USNORTHCOM J49
250 VANDENBURG ST.
PETERSON AFB, CO 80914
3.0 TRAINING LOCATIONS:
• Four locations for Operations – level training and one to two locations for Technician training will be released to the contractor.
• Specific training locations are outlined in Attachment 1.
4.0 MISSION:
The FHA Program plans, coordinates, and executes FHA to build Partner Nation (PN) capacity and partnerships to respond to shared threats in the sectors of Disaster Preparedness/Disaster
Risk Reduction, Health, Basic Education, and Basic Infrastructure.
5.0 BACKGROUND:
USNORTHCOM is conducting this project in partnership with Mexico’s National Water
Commission (CONAGUA). This project will provide eight Floodwater Rescue Operations Level trainings for approximately 140 responders, and two Technician Level training including boat handling for watercraft rescue for approximately thirty responders. The intent is to train brigade members with outdated or no flood response training to support rescue during large floods.
USNORTHCOM partners with the Government of Mexico to build capacity and capability in humanitarian assistance sectors, including in disaster response. Mexico’s CONAGUA is responsible for flood response in Mexico, including through twenty-two regional emergency response centers. This contract enables partnership between CONAGUA and USNORTHCOM to enable the regional emergency response centers to conduct and plan flood rescue operations by beginning, refreshing, and advancing responders’ flood rescue skills.
6.0 OVERVIEW OF SERVICES REQUIRED:
This contract will provide Floodwater Rescue Operations Level training and Technician Level training including boat handling for watercraft rescue (Technician training participants will first complete the Operations training). The training enables support to twenty-two regional response centers, which will each send 6-7 personnel to participate in Operations trainings.
The intent is to train response brigade members with outdated or no flood response training to support rescue during large floods through Operations training, that includes introduction to
Technician level skills. Approximately thirty brigade members will receive more advanced training to plan and execute water rescue, including in-water rescue and watercraft rescue.
The current expectation is that two(2) Operations courses will be taught in each of four regions, and two(2) Technician courses taught in one or two of the four locations. Trainings shall include
UNCLASSIFIED
PERFORMANCE WORK STATEMENT
a combination of classroom/theoretical training and practical application of floodwater rescue skills. Trainings shall also include validation of skills proficiency through practical application. The trainings shall also include training manuals that detail each National Fire
Protection Association (NFPA) skill with adequate detail to enable refresher trainings and skills review. For example, a novice should be able to read and understand the information, without supplementary information from an instructor or expert. Training is for an audience assumed to have no training and therefore should include all necessary prerequisites to effectively participate in the respective level of training (however, all participants in Technician and other optional trainings will have completed the Operations training). This includes low angle rope rescue fundamental techniques required to meet the respective training level. Technician trained personnel should also receive training related to watercraft rescue. Courses shall be taught during different visits to Mexico with at least three weeks between subsequent trainings to enable the
Mexican partner organization to support logistics requirements and integrate AAR lessons learned as required.
6.1 The contract shall:
6.1.1 Provide four (4) Floodwater/Swiftwater Operations courses (with introduction to
Technician skills), one course at each of four locations.
6.1.2 Options for this contract will include additional Operations courses (with introduction to Technician skills), Technician courses (with introduction to boat handling techniques), an advanced watercraft rescue course, planning course tailored to water rescue technicians with ICS and SOP development, Operations level rope rescue course tailored to water rescue operations, and Water Rescue Operations Train-the Trainer course for the responders who have taken both the Operations and Technician level trainings.
6.1.3 The contractor will develop periods of instruction (POI) and other required training materials for classroom training of Operations and Technician Level training for instructors that aligns with National Fire Protection Association (NFPA) standards in the areas of
Swiftwater/Floodwater Rescue, and in the areas of Rope Rescue as applicable.
6.1.4 Certification will be the responsibility of the Mexican government - not the contractor’s. POI translation into Spanish is required if materials are created in or adapted from English. The contractor will also provide course manuals to participants. Training materials shall be tailored to the Mexican context by removing specific references to U.S. organizations, laws and regulations, and disasters (disaster references shall be tailored) and instead including only references relevant to the Mexican context.
6.1.5 The contractor shall provide an opportunity for USNORTHCOM review of POIs in advance of trainings. All instruction shall avoid politically sensitive topics including U.S. and Mexico bilateral policy, sensitive current events, and examples related to race, sex, creed, etc.
6.1.6 Course manuals shall be created for participants that include detailed descriptions of all skills taught. Participants should be able to use it as a reference of how to execute all NFPA skills at the level being taught. The trainings shall also include training manuals that detail each NFPA skill with adequate detail to enable refresher trainings and skills review. For example, a novice should be able to read and understand the information, without supplementary information from an instructor or expert.
6.1.7 The project will provide a small amount of materials as training aids in addition to the equipment that will be available to support this training. Contractor shall supply a limited amount of materials (training aids and equipment) required to achieve hands-on training that
