About this file
The document is a Questions and Answers (Q&A) file for the Mexico Floodwater Rescue Training (MFWR) solicitation, FA251825Q0009, issued by the Department of the Air Force Space Command. The contract is a small business set-aside for technical rescue training services in Mexico, involving the purchase and delivery of specialized equipment and conducting training for approximately 170 emergency responders across four locations. The training will include eight Floodwater Rescue Operations Level courses for 140 responders and two Technician Level courses with boat handling for 30 responders.
Key details include the requirement for the contractor to purchase and deliver 140 individual PPE sets, 25 team PPE sets, 22 inflatable boats with motors, 22 inflatable boats without motors, and associated rescue equipment to multiple Mexican training sites. The training equipment will be secured and transported by CONAGUA (Mexican partner organization), with trainings spread out over time. This is a reacquisition following a previous contract (FA251823P0014) with Anastasia Group LLC, and the solicitation involves complex logistics including customs clearance, equipment sizing, and potential security considerations in the training regions.

| 1 | General | We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number? | This is a reacquisition from a previous award. The previous awardee was Anastasia Group LLC. The previous contract number is |
FA251823P0014 - Technical Rescue Training
| 2 | General | Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past. | There are no incumbents on this requirement. This requirement is a follow-up of a previously awarded contract for FA251823P0014 - Technical Rescue Training. |
| 3 | General | 1. Previously (for over a decade) the HAP programs in Mexico furnished the equipment to be used and had them delivered to the training locations. The premise behind this was overcoming the logistical, transportation and customs hurdles/costs encountered in moving the equipment across the border. The set aside for this project is for a small business and the capital cost for a small business for this project is extremely cost prohibitive. | |
| 4 | General | a. Will the contract offeror, instead of the contractor, consider purchasing the equipment and having it delivered to a central location in Mexico? | The contractor must purchase and deliver the equipment. |
| 5 | General | b. If not, will the contract offeror allow the contractor to team with a business that is not a small business? | Yes, as long as the SB prime contractor adheres to the limitations on subcontracting in accordance with FAR 19.505(b)(1)(i). "...the concern will not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities..." |
| 6 | Appendix C: Deliverables and Performance Requriements | 2. Historically speaking the movement of equipment across the Mexican US border has been troublesome and a lengthy process. If the process takes longer than the allotted 2 months from purchase to delivery is there some latitude to extend the delivery window beyond the two months noted in the PWS? | Yes, as noted in the PWS “An additional 2 months allowed for unforeseen customs delays only.” If unforseen delays cause delays beyond these four months (two months allotted + two months permitted for customs delays) outside the contractor’s control this is an act of god and may also be permitted. |
| 7 | General | 3. Two of the four listed training areas have high TCO/Cartel activity and security issues, one in particular where there have been actions against embassy/mission personnel – will there be security provided or changes to these four sites for security concerns? | These locations are currently permitted by the Embassy Regional Security Office. Embassy security provisions must be followed, and if additional security implications exist at the planned time of execution the government will assist with security or change the location. |
| 8 | Appendix E: Equipment List | 4. Appendix E Equipment List outlines equipment to be purchased by the contractor and delivered to each training site. | |
| 9 | Appendix E: Equipment List | a. The “Team PPE” lists several items in a set with a total of 25 sets – are the same 25 seats delivered and moved from location to location or are there a total of 100 or 150 sets needed (25/location plus the two optional locations)? | A total of 25 Team PPE sets are required, with six or seven delivered to each of the four locations according to “PWS 6.1.6. The contractor shall purchase and deliver to each of the four Operations locations thirty-five sets of personal equipment enabling individuals to conduct water rescue for a total of 140. At least five and no more than six inflatable boats at each location for a total of 22. At least five and no more than six inflatable boats with motors at each location for a total of 22. The contractor shall also purchase and deliver at least six and no more than seven sets of team equipment to each location for a total of 25.” |
| 10 | Appendix E: Equipment List | b. Wetsuits and Rescue Vests requested are generally size specific – will the contractor be given sizes for participants since over/undersized wetsuits and Safety Vests are a safety risk? | We will ask CONAGUA for participants’ sizes, but these will not be provided for the solicitation. If required for quotes, please use the following sizing. |
Ind. PPE: Of 140 total, 8 SM, 27 M, 84 L, 21 XL iTeam PPE: Of 25 total, 3 SM, 5 M, 14 L, 3 XL
| 11 | Appendix E: Equipment List | c. The “Individual PPE” – are 140 sets needed at each location or are there 140 sets needed in total? | 140 individual PPE sets total; 35 per location |
| 12 | Appendix E: Equipment List | d. The “Rescue Boats” list a need of 22 Inflatable boats with a 20hp motor and another for 22 inflatable boats without a motor for a total of 44 boats – is this correct or is the total of boats with and without motors 176 total boats for all 4 locations? | Total of 44 boats, 22 with motor, and 22 with no motor (at least five and no more than six at each location of boats with motor, and at least five and no more than six at each location of boats with no motor). |
| 13 | General | 5. Will a receiving location (ship to) be provided to the contractor for each training location? | Shipping locations (cities) are provided. Specific delivery addresses are not available at the time of solicitation but will be provided. |
| 14 | General | a. Will security be provided for the equipment from the date of its arrival until the training is completed? If so, who is responsible to provide the security? | CONAGUA (Mexican partner organization) will provide security of equipment from it’s delivery to the training date. |
| 15 | General | 6. Who will move the training equipment from the receiving location to the training site and back to storage each day? | CONAGUA (Mexican partner organization) |
| 16 | PWS | Is it known if the contractor should expect to conduct all training sequentially in Mexico upon the start of the deliverable timeline or will these training dates be spread out? More specifically, is it expected or anticipated that the contractor be in-country for the duration of all trainings or are the training schedules spread out. This affects travel cost. It is not clear in the PWS. | Trainings will be spread out. It is expected that only one visit to Mexico is made for each training. The contractor may be in country for an additional day for set up if required (PWS 8.1.4). |
| 17 | PWS/CLIN Structure | Upon reviewing the solicitation documents for FA251825Q0009 – Mexico Floodwater Rescue Training (MFWR), we noticed a discrepancy between the CLIN numbering in the PWS (Appendix C) and the CLIN structure presented in Attachment 3 – CLIN Pricing Sheet. |
For example:
In the PWS, CLIN 0001 refers to PPE Kits, and CLIN 0002 refers to Operations-Level Training.
In Attachment 3, CLIN 0001 appears to bundle all equipment, and CLIN 0002/0003 refer to the training components.
| We are currently preparing our pricing in accordance with Attachment 3, but would appreciate confirmation that this is the correct structure for submission and evaluation purposes | Attachment 3 CLIN Price Sheet is the correct CLIN structure. CLIN 0001 includes the purchase and delivery of all equipment (individual PPE, Team PPE, and rescue boats) as reflected in APPENDIX E of the PWS. | ||
| 18 | Appendix E: Equipment List | Can you please clarify the following: |
The numbers in the middle column. This means 25 sets of the spine board - and one (1) spine board per set for a total of 25?
Head and Neck immobilizer number in the middle column. This means 25 sets - two (2) immobilizers per set for a total of 50?
The 25 sets will be divided between all locations, and not every location is to receive 25 sets? Clarity on these numbers would be appreciated.
Correct. The numbers are per set, so there will be a total of 25 spine boards. ; Correct, there will be 25 sets of two head and neck immobilizers per set for a total of 50.; Correct, the 25 Team PPE sets will be divided between the four locations, so at least six and no more than seven sets of Team PPE will be delivered to each location according to PWS 6.1.6:
“PWS 6.1.6. The contractor shall also purchase and deliver at least six and no more than seven sets of team equipment to each location for a total of 25.”
| 19 | General | Will the Regional locations for training be disclosed in order to secure accurate shipping and import data? | Yes. The locations are provided to offerors verified in SAM. |
| 20 | CLIN Structure | Is it expected that a price for CLIN 0001 be provided in the bid regardless of locations being revealed? | No. The locations are provided to interested vendors after confirming their SAM registration. They have been withheld from the solicitation for operational security reasons. |
| 21 | CLIN Structure | CLIN 0002 - 0015 indicates 4 instructors per course and any additional course option - the PWS does not indicate this specifically. Are there 4 instructors required per CLIN? | No. The government cost estimate was made based on the development, prep, and training hours in the price sheet + management costs. The contractor is not obligated to this breakdown, except as noted in the PWS that each course execution should be 40 hours. |
| 22 | PWS/CLIN Structure | The PWS statement indicates 40hr courses for each CLIN. Each CLIN has different verbiage bases on the PWS section (see below): Are these a 40 or 50 hour required training because the PWS and CLIN sheet seem to be slightly different? |
-Floodwater Rescue Operations Prep 10 Hr / Hr X 40 Hr X 1 courses (Development)
- Floodwater Rescue Operations & Technician Prep 3 Hr / Hr X 40 Hr X 1 courses (Prep)
- Floodwater Rescue Operations & Technician Training 50 Hr X 4 Instructors X 1 Courses (Training)
- Management Level II (Planning, Budgeting, AAR, Quality Control) The government cost estimate was made based on the development, prep, and training hours in the price sheet + management costs. The contractor is not obligated to this breakdown, except as noted in the PWS that each course execution should be 40 hours.
Training hours for each course are estimated at 50 vs. 40 due to set up and daily setup/breakdown. IE 40 hours of the course itself (the audience receives 40 hours of content) and 10 hours for setup/breakdown/prep.
| 23 | CLIN Structure | For import purposes, will CONAGUA be the receiver of goods in CLIN 0001? | Yes. |
| 24 | General | Will NORTHCOM or NORAD facilitate cross border delivery of goods in CLIN 0001? | No, this will be the responsibility of the contractor. |
| 25 | CLIN Structure | Is it expected that CLIN 0002-0006 (options) Will be performed in a tight timeframe - meaning, once in the region is the goal to offer most courses (and options) in that region before moving on or does the DoD expect frequent visits back to the same region for a continuation of courses? | DoD expects visits back to the region for follow-on courses. It is anticipated that all operations courses will be conducted before moving on to technician or other options. |
| 26 | Appendix E: Equipment List | How many spine boards are required? Is it 1 per location? | The table shows how many of each piece of equipment are required per set. 25 sets of team PPE will be provided total. One spine board is required for each of the 25 sets, so there are 25 total. 25 sets team PPE X 1 spine board per set = 25 spine boards. |
| 27 | Appendix E: Equipment List | Are full body rescue harnesses considered Team PPE? | Yes, 1 full body rescue harness per set of Team PPE is required. This is part of the Team PPE set. |
