The project site is located 6.5 miles west of Estes Park Visitor Center within Moraine Park Campground, with limited space requiring hand labor rather than powered equipment like forklifts; any powered equipment requires prior written approval from the Contracting Officer. Work must be performed Monday through Friday, 7:00 AM to 5:30 PM, excluding federal holidays. The Contracting Officer will provide at least 14 days' notice before media replacement; the system can tolerate up to 4 consecutive days offline during peak demand. The contract assumes one filter media change during the 12-month period from October 1, 2026, through September 30, 2027. The contractor must submit an accident prevention plan at least 10 days in advance addressing first aid/CPR certification, medical facility locations, confined space entry procedures if required, and lock-out/tag-out procedures.

Scope of Work
ROCKY MOUNTAIN NATIONAL PARK
Replace Granulated Activated Carbon Filter Media
Specifications for the periodic replacement of Granulated Activated Carbon (GAC) filter media at
Rocky Mountain National Park (RMNP).
GENERAL DESCRIPTION: Work shall consist of furnishing all labor, materials, tools, supplies, equipment, transportation, and supervision necessary to perform filter media exchange service of GAC filter media at the Headquarters East (HQ East) water treatment plant (PWSID
#CO0135685). Project will include removal and off-site disposal of spent activated carbon and refill of filter vessels with new/unused GAC media. All work and supplies shall meet or exceed all Federal and State requirements for public drinking water facilities.
GAC shall be Calgon Carbon Filtrasorb 400 granulated activated carbon or approved equal.
Filtrasorb 400 data sheet is included in the appendixes to assist bidders in verifying equivalent products.
GAC material must have been developed specifically for use in potable water filtration and be suitable for removal of dissolved organics, including compounds causing taste and odor problems and trihalomethanes (THMs). Product must meet all AWWA B604 standards for potable water and NSF/ANSI Standard 61.
GENERAL REQUIREMENTS: GAC material is for two (2) 63” diameter filter vessels, each with a media bed depth of 42” and a capacity of 75 cubic feet or approximately 2,500 lbs of filter material per filter vessel. Total GAC material per preplacement event is approximately 5,000 lbs.
The project site is at the HQ East water treatment plant, Building # 999 also known as B-999, located approximately 6.5 miles west of the Estes Park Visitor Center, inside the park and
Moraine Park Campground entrance gates. The tanks are located inside the building through a set of double doors with a 6’ opening. The plant has typical vehicular access to the area in front of the building. The doors to B-999 are roughly 15’ from the campground road edge with a steep incline. Large engineering equipment and/or long trailers may not be able to access the immediate area in front of the water plant doors. See appendixes for pictures, maps and drawings showing location and details in addition to this link to a pin of the water plant.
The Contractor is to adhere to all park rules and regulations, including keeping a clean work site, obeying traffic signs, speed limits, following food storage requirements, etc. Work site is within the campground and adjacent to public campsites.
This project occurs in an iconic and heavily visited National Park where weather may be a factor and wildlife and visitors will be present in the park. The Moraine Park campground will likely be open during the performance of work. The treatment building is located adjacent to the
Ranger station in an area of high activity.

The Contractor may not stage and/or drive off paved or unpaved roads: staging options exist in the area outside and adjacent to the HQ East water treatment plant and will be approved by the Contracting Officer (CO) or designee prior to utilizing.
The Contractor shall be responsible for proper handling, storage, transportation and off-site disposal of spent filter media and all other debris, refuse and trash generated. The contractor shall be responsible for all orders, deliveries, logistics, and support needed to provide the media exchanges. ROMO shall not provide any government furnished equipment and/or labor, including for loading or unloading of any supplies and materials.
The Contractor will have access to potable water and standard electrical service (110v) at the Water Treatment Plant (B-999) for use only in the performance of this work.
Campground restroom facilities may or may not be open for Contractor use depending on the time of year.
Internet access, wifi and cellular connectivity is limited inside the park boundary and the NPS is not responsible for Contractor assumptions in this regard.
The Contractor shall immediately report all accidents, incidents and mis-haps to the Contracting Officer or their designee.
Work shall be performed Monday through Friday between the hours of 7:00 AM and 5:30 PM, excluding federal holidays, unless alternate hours are approved, in advance and in writing, by the CO or designee.
SPECIFIC REQUIREMENTS: The contractor shall remove all old filter media and refill the filter vessels with new media. Due to limited space around and above the tanks, powered equipment like forklifts are not authorized for use. Several options exist including removal and replacement of GAC material by hand. (At another park with a similar requirement, one method of refilling the GAC into the filter vessel(s) is to blow it in using a contractor-furnished pump/method.) It may be possible to use a combination of hand work, air blower and vacuum truck to remove and replace the material, among other options. There is no Government
Furnished Equipment available for contractor use in the performance of this contract. Any use of powered equipment inside the water treatment plant shall be approved prior to use in writing by the CO or designee.
The CO or designated Representative will notify the Contractor with as much lead time as possible, but no less than 14 days before the filter media is to be replaced. This is to allow adequate time to coordinate logistics, labor, materials, supplies, etc. with Park staff and plant operators to identify a material replacement window.
The filter system will be prepared and drained by Park staff prior to the Contractor performing work and at a schedule that is mutually agreeable to both parties. The System can tolerate up to 4 consecutive days offline during peak demand. Thus, the contractor and CO/designee will need to coordinate efforts to identify a window of up to 4 days in which to make the exchange.
This is a relatively new filter process for the Headquarters East water system and the volume and frequency of filter media changes is based on design estimates and limited operational experience. Annual production for the system averages around 8.2 million gallons. Filter media has a shelf and service life, depending on several variables, before needing to be replaced. This contract assumes the plant will require 1 filter media changes in a 12-month period between October 1, 2026, and September 30, 2027. Each filter vessel contains approximately 75 cubic feet or 2,500 pounds of material. Total GAC material needed for each replacement event is 5,000 lbs total.
Contractor shall be responsible for proper disposal of spent GAC material, including all testing, permitting, handling, transportation, manifest, etc. Per regulations set forth by the
Environmental Protection Agency, specifically the Resource Conservation and Recovery Act
(RCRA) as outlined in 40 CFR 261 and 40 CFR 262.11, spent GAC material may be suspect as
TENORM. Spent GAC filter material from ROMO has been tested (Radio-Chem, Metals and PH) and determined to be non-hazardous waste safe for landfilling. However, TENORM material is regulated by states and the contractor is responsible for ensuring all applicable rules and regulations are followed.
The contractor shall prepare, and submit at least 10 days in advance, an accident prevention plan that addresses the following items, at a minimum:
• First aid and CPR Certification
• Locations of medical facilities
• If and as required, permit-required confined space entrance requirements.
o Competent Person, o Permit Required Confined Space entry procedures, o Atmospheric monitoring procedures.
• Lock-out – Tag-out procedures, including roles and responsibilities.
PERIOD OF PERFORMANCE: The period of performance of this contract starts October 1, 2026 and ends on September 30, 2027.
INSPECTION AND ACCEPTANCE: Prior to final acceptance and payment, the CO or designee shall inspect the Contractor’s work for compliance with the Scope of Work.
