The contractor must furnish all labor, materials, tools, supplies, equipment, transportation, and supervision to perform activated carbon exchange services. Work includes vacuum removal and off-site disposal of approximately 14,000 pounds of spent activated carbon (7,000 pounds per tank across two tanks, or approximately 180 cubic feet), interior tank inspection, epoxy paint touch-up as necessary (estimated at one gallon or less, requiring no more than two days including preparation and curing), and refill with fresh granular activated carbon media. The specified product is ACOL-L60 (12 x 40) acid-washed bituminous coal base activated carbon or approved equal, meeting AWWA B604 standards for potable water and NSF/ANSI Standard 61. The GAC must be developed specifically for potable water purification and suitable for removal of dissolved organics, taste and odor problems, and trihalomethanes (THMs). The contractor has access to the building during normal working hours (approximately 7:00 AM to 4:00 PM, Monday through Friday, excluding holidays), with the GAC filtration system bypassed and tanks drained prior to contractor arrival on a mutually agreed schedule.
The contractor must use contractor-provided equipment to refill the GAC using an exterior pump method, as forklifts are not authorized due to limited space around and above the tanks. Large tanker trucks are impractical due to limited exterior maneuverability; small trucks can easily access the area. The contractor must submit an accident prevention plan at least 10 days in advance addressing first aid/CPR certification, hospital location, permit-required confined space entry requirements (including competent person designation, entry procedures, and atmospheric monitoring), and lock-out/tag-out procedures. The contractor bears responsibility for disposal of spent non-hazardous activated carbon. This is the sixth GAC replacement for this system, which has been operational for approximately 15 years but operates only six months annually during peak visitation periods. No Government Furnished Equipment is available for contractor use.

Mesa Verde Na�onal Park – Water Treatment Plant
Replace Granulated Ac�vated Carbon
Carbon exchange services at Water Treatment Plant (Entrance to Mesa Verde Na�onal Park, approximately 10 miles east of Cortez, Colorado just off Colorado State Hwy 160).
General Descrip�on: Work shall consist of furnishing all labor, materials, tools, supplies, equipment, transporta�on, and supervision necessary to perform ac�vated carbon exchange service at the Mesa Verde Na�onal Park water treatment plant. Project will include vacuum removal and off-site disposal of spent ac�vated carbon, inspec�on tanks interior, touch up of epoxy paint (tank interior walls) as necessary, and refill with fresh granular ac�vated carbon media. All work and supplies shall meet or exceed all Federal and State requirements for public drinking water facili�es.
Granular Ac�vated Carbon (GAC) at Mesa Verde Na�onal Park Water Treatment Plant must be
ACOL-L60 (12 x 40) acid washed bituminous coal base ac�vated carbon or approved equal.
ACOL-L60 data sheet is a8ached to this solicita�on to assist bidders in verifying equal products.
Offered GAC must have been developed especially for the purifica�on of potable water and be suitable for removal of dissolved organics, including compounds causing taste and odor problems and trihalomethanes (THMs). Product must meet all AWWA B604 standards for potable water and NSF/ANSI Standard 61.
Specific Requirements: The GAC filtra�on System will be bypassed during the performance of this work so the contractor will have uninterrupted access to the tanks. The contractor will have access to the building during normal working hours, approximately 7am – 4pm Monday through Friday excluding Holidays. Work outside of these hours is not authorized without prior arrangements with the water treatment plant operator and the contrac�ng officer. The tanks will be bypassed and drained prior to the contractor arriving onsite at a schedule that is mutually agreeable to both par�es.
The total quan�ty of GAC to be replaced is approximately 14,000 pounds. (7,000 pounds per tank X 2 tanks = 14,000 lbs. or approximately 180 cubic feet.)
This is the 6th me the GAC has been replaced in this system. It has been online for approximately 15 years but is only operated approximately six months out of the year during peak visita�on periods. We are requiring that this system be inspected during the exchange service to ensure and damage to the interior epoxy surface is iden�fied and adequate repairs made prior to refilling the tanks. For bidding purposes, assume one gallon or less of paint and no more than two days’ �me to include prepara�on and proper curing of epoxy touch up paint.
ADer inspec�on, and touchup paint the contractor will be required to refill the system with fresh media. Due to limited space around and above the tanks, a forkliD is not authorized for use in refilling the GAC. The preferred method for refilling the GAC into the tanks is to blow it in from an exterior pump where contractor provided equipment can be used to fill the pump.
There is no Government Furnished Equipment available for contractor use in the performance of this contract.
The contractor shall prepare, and submit at least 10 days in advance, an accident preven�on plan that addresses the following items, at a minimum:
• First aid CPR Cer�fica�on
• Hospital Map
• Permit required confined space entrance requirements.
o Competent Person, o Permit Required Confined Space entry procedures, o Atmospheric monitoring procedures.
• Lock-out – Tag-out procedures, including roles and responsibili�es.
There is also limited maneuverability at the exterior of the building making large tanker trucks imprac�cal. See aerial photo showing access with vehicles for scale. The tanks are located just inside the building through a garage door as indicated by the arrow. A small truck can easily access the area.
The contractor shall be responsible for disposal of spent non-hazardous ac�vated carbon.
