About this opportunity

The Defense Logistics Agency (DLA) Disposition Services is seeking a contractor to process metallic and non-metallic scrap materials from military equipment through a Mutilation/Demilitarization Condition of Sale (MCOS/DCOS) contract. The procurement will use a two-step bid process, with technical proposals first evaluated to determine vendor acceptability before issuing an Invitation for Bid. Contractors must have a facility located within 75 miles of either DLA Disposition Services Letterkenny in Chambersburg, PA or Susquehanna in Mechanicsburg, PA. The technical proposal evaluation will assess vendor capabilities across multiple criteria, including facility requirements, operational capacity, equipment specifications, environmental compliance, hazardous materials management, and financial stability. Key deadlines include a March 25, 2025 cutoff for questions and an April 8, 2025 deadline for technical proposal submissions.

The contract will have a 36-month base period with two 12-month option periods, with an estimated total material volume of 42 million pounds. Successful contractors must demonstrate the ability to process a minimum of 1,000,000 pounds monthly and handle up to 20 direct shipments weekly, with potential surge capacity to 30 shipments. The contract requires comprehensive material processing, including fully draining and purging liquids, batteries, and Ozone Depleting Substances, followed by complete demilitarization and/or mutilation of materials prior to title transfer. While no specific set-aside is mentioned, the contract will require significant operational capabilities, environmental controls, and financial preparedness, with prepayment requirements calculated at 20% of total price bids. The estimated annual material processing will be approximately 7,000,000 pounds for both demilitarization and mutilation requirements.
