About this file

This is an Industry Questions and Government Responses document for federal contract H9223926QE013, a Medical Waste Disposal project involving the complete rebuild of two existing Consumat incinerators at Fort Bragg, North Carolina. The solicitation requires rebuilding a large incinerator (Model C-125PAE-1P, manufactured 2005, serial# P-5247) and retrofitting a small incinerator (Model C-75P1/ML-120, manufactured 1996, serial# P-5247). The large incinerator rebuild must meet specifications of 350 pounds per hour burn capacity, while the small incinerator retrofit must achieve 200 pounds per hour capacity with an on-site fabricated burn chamber. Both units must interface with existing structural footprints (Large: 32' H × 26' L × 8' W; Small: 30'8(7/16)" H × 14'2" L × 7' W) without facility modifications to natural gas connections (10"WC @ 3120 CFH, 2" NPT), hydraulic systems (Consumat #RV10-3V Continental Components, 800 PSI), and 3-phase 480V electrical connections.

The contractor must complete work within 24 weeks from contract award, with a performance period of September 30, 2026 through March 29, 2027, though post-award extensions require written contract modification. The government will permit a pre-award site visit on September 21, 2026 at 1300 hours at Fort Bragg, with RSVP deadline of September 18, 2026. Quotations must be submitted via email to government points of contact. Formal acceptance testing includes demonstration burns, performance testing, operational testing, and safety-interlock testing; emissions testing is not required. The contractor must provide warranty inspections at 3-, 6-, and 12-month intervals post-commissioning, with associated costs included in the firm-fixed-price proposal. No component-level cut sheets are required at quotation, and current environmental permits remain valid for both units. This represents a new requirement with no incumbent contractor.

6. Period of Performance

The solicitation requires completion within approximately 24 weeks from award and also identifies a performance period of September 30, 2026 through March 29, 2027.

An experienced incinerator manufacturer has advised that, depending on the actual extent of the rebuild, fabrication and onsite work could potentially require additional time.

Please clarify:

• Is the 24-week completion requirement firm?

• May an offeror propose an alternative schedule if technically justified?

Question: Would the Government consider an extension if existing conditions discovered during site verification materially affect performance?

The 24-week period remains the solicitation requirement. Offerors may identify assumptions/risks and propose a schedule, but any post-award extension requires a written contract modification executed by the Contracting Officer.

7. Required Condition and Acceptance Testing

Please confirm that final acceptance requires both incinerators to demonstrate complete functionality at the specified minimum burn rates:

• Large incinerator: 350 pounds per hour

• Small incinerator: 200 pounds per hour

Please also clarify what formal acceptance testing will be required, including whether the Government anticipates:

• Demonstration burns

• Performance testing

• Operational testing

• Safety-interlock testing

• Emissions testing

• Government-witnessed commissioning

Question: If an acceptance-test procedure or performance checklist exists, please provide it.

See Statement of Objectives Contractor Responsibilities – H.

Yes, formal acceptance testing will be required.

Demonstration burns: Verify the incinerator can be safely started, operated through the required temperature set points, and shut down in accordance with the manufacturer’s procedures and contract requirements.

Performance testing: Verify each incinerator operates at the required full-capacity burn rate and meets applicable performance requirements.

Operational testing: Verify all electrical components, controls, gas valves, actuators, sensors, and associated equipment operate properly through the full operating cycle.

Safety-interlock testing: Verify all safety mechanisms, alarms, shutdowns, interlocks, and failure-response functions operate as designed.

Emissions testing: Emissions testing is not anticipated for this rebuild effort.

Government-witnessed commissioning:

The Contracting Officer’s Representative (COR) will witness or validate completion of the required acceptance testing and confirm that the contractor has provided all required test results, documentation, and corrective actions before final acceptance.

Currently, the Incinerators have startup checklist but not an acceptance-test procedure or performance checklist.

Start-up checklist can be provided at the site visit.

8. Environmental Permitting Responsibility

The solicitation states that the contractor must provide technical documentation necessary for JSOMTC to secure applicable operational permits.

Please confirm whether:

• The Government is responsible for obtaining the applicable permits using contractor-provided technical documentation, or

• The contractor is responsible for obtaining and securing any Federal, state, or local permits.

Question: This distinction could materially affect pricing and scheduling.

As this is a rebuild, acquiring federal, state, or local permits is not required.

Current permits are still valid for the Small and Large Incinerator.

9. Question Deadline Discrepancy

We identified two different question deadlines in the solicitation.

One portion states:

September 14, 2026 at 8:00 AM Eastern Time Another portion states:

18. Please confirm.

Site survey requirement

The Government will permit a pre-award site visit.

Even if complete drawings and technical documentation are available, our company would require an on-site technical survey before releasing the final design for manufacture.

For this type of refurbishment, we do not believe it is appropriate to manufacture replacement components solely from historical drawings or documentation without physically verifying the existing installation.

The survey would allow us to confirm actual dimensions and interfaces, equipment condition, mechanical clearances, hydraulic and electrical connections, burner and combustion-air arrangements, ductwork, utilities and any modifications that may have been carried out during the operating life of the incinerators.

This is particularly important considering the requirement for zero structural or facility modification and full compatibility with the existing installation.

Following review of the available documentation, CFI Systems could initially provide a budgetary proposal based on clearly defined assumptions.

The final technical design and firm commercial proposal would then be confirmed following the on-site survey and verification of the existing equipment.

Given our experience with different incinerator technologies and manufacturers, we are confident that we can assess the existing systems and develop an appropriate refurbishment solution once the necessary information and site conditions have been verified.
