About this opportunity

The United States Special Operations Command seeks complete refurbishment of two medical waste disposal incinerators at the Joint Special Operations Medical Training Center at Fort Liberty, North Carolina, with proposals due September 16, 2026 at 10:00 AM EST and questions due September 14, 2026 by 08:00 AM EST. The procurement is a 100% set-aside for Women-Owned Small Business concerns.

Place of performance is Fort Liberty, NC. The contractor must rebuild one existing large Consumat incinerator (minimum burn rate 350 lbs/hour) and retrofit one existing small incinerator (minimum burn rate 200 lbs/hour), each rated for an 8-hour duty cycle. All replacement components and assemblies must achieve zero facility modification—existing utility connections including piping, ductwork, gas, hydraulic, electrical, water, and combustion air systems remain unchanged. Both units require non-dumping hydraulic ram loading systems, forced-air combustion blowers with airflow-proving switches, automatic control systems with emergency stop capability, and comprehensive safety interlocks. The contractor provides all project management, labor, materials, equipment, supervision, testing, commissioning, freight, installation, on-site training for up to five government personnel, and a 12-month contractor's standard commercial warranty with inspections at 3, 6, and 12 months post-commissioning including written diagnostic reports.

Period of performance is 24 weeks from award. The award vehicle is a firm-fixed-price purchase order. NAICS code is 333994 (Industrial Process Furnace and Oven Manufacturing); PSC is J045. Quotations must include a pricing schedule and a technical capability narrative limited to 5 pages demonstrating ability to meet all requirements, plus verification of active CMMC Level 1 / NIST SP 800-171 self-assessment in the Supplier Performance Risk System. Award will be made on a Lowest Price, Technically Acceptable basis using FAR 52.212-2 criteria.
