About this opportunity

The Department of the Army Minnesota Army National Guard is seeking proposals for Medical Logistics Warehouse Operations Services under solicitation number W912LM-26-R-A006. The contractor will provide comprehensive warehouse operations supporting the Minnesota Medical Material Warehouse at Camp Ripley, including medical equipment set disassembly and revitalization, inventory management with 95-98% accuracy requirements, processing approximately 100,000 to 180,000 quarterly materiel transactions, and Medical Equipment Set Decision Support Tool transaction processing. Key qualifications include demonstrated experience in federal logistics contracting, Class VIII medical supply operations, high-volume warehouse management, and proficiency with GCSS-Army and medical logistics systems. Evaluation will be conducted using a best-value tradeoff approach based on four criteria: price (analyzed against the Independent Government Cost Estimate), technical submission (addressing workload management, workforce transition strategies, personnel onboarding, and IT systems competency), corporate experience in relevant logistics contracting, and past performance on similar contracts. The deadline for submitting questions is March 5, 2026, with proposals due by March 17, 2026 at 10:00 a.m. CST and an anticipated award date of May 18, 2026.

This procurement is set aside 100% for 8(a) Small Business concerns with a size standard of $36,000,000, and the incumbent contractor currently operates under contract number W912LM-23-C-0003. The contract will be structured as a firm-fixed-price arrangement covering a 12-month base period beginning September 25, 2026 through September 24, 2027, with four optional one-year extension periods extending through September 24, 2031. The government's baseline staffing estimate includes approximately 5 Supply Technician FTEs and 9 Material Coordinator FTEs under applicable Service Contract Act wage determinations, with contractors required to determine their own staffing levels to meet workload requirements. Performance will take place at Building 11-63E, 15000 Highway 115, Camp Ripley in Little Falls, Minnesota 56345, with warehouse operations conducted Monday through Friday from 0600 to 1630 hours, with flexibility for evening and weekend support as needed. A site visit was offered on February 26, 2026, to allow interested offerors to inspect the facility and understand operational requirements.
