About this file
This is a Questions and Answers document for Solicitation W912LM-26-R-A006, a Medical Logistics Warehouse Operations Services contract issued by the Department of the Army Minnesota Army National Guard. The solicitation is structured as an 8(a) competitive set-aside, allowing new entrants to compete alongside existing vendors. The incumbent contractor currently operates under contract W912LM-23-C-0003, and the new contract is anticipated to be awarded several months prior to the current contract's expiration, with the period of performance commencing when the existing contract expires. The base year consists of a 12-month period and does not include transition activities. Questions deadline is March 5th, 2026, and a site visit was scheduled for February 26, 2026, at Camp Ripley Building 11-63E in Little Falls, Minnesota.
Key clarifications provided address operational and staffing requirements: the warehouse operates Monday through Friday from 0600-1630 hours with required flexibility for evening and weekend support, which must be priced into the firm-fixed-price contract as no separate overtime authorization is available; the Contract Manager is a designated dual-role position included in the FTE count at the contractor's discretion; all personal protective equipment is the contractor's responsibility; and ISO 9001:2015 certification is not required. The document confirms that monthly inventories are conducted on a percentage basis with 100% annual inventories, that medical supply demands increase in Q2 and Q3 for National Guard training replenishments, and that the Defense Logistics Agency Prime Vendor Program will be utilized for consumable supplies. Technical proposals may be submitted as searchable Adobe PDF files while price proposals can be submitted as either Microsoft Excel or Adobe PDF. The Government does not anticipate mission expansion or workload increases beyond the stated requirements during option periods.
