About this file
This is a Questions and Answers document for Solicitation W912LM-26-R-A006, Medical Logistics Warehouse Operations Services, issued by the Department of the Army Minnesota Army National Guard. The solicitation is an 8(a) competitive set-aside directed at small disadvantaged businesses, with questions due by March 5, 2026. The current contract is outsourced under incumbent contract W912LM-23-C-0003, which the new contract will replace. ISO 9001:2015 certification is not a requirement for bidding, as this evaluation factor was removed via amendment. The contract includes a 12-month base year period that does not include transition time; the Period of Performance begins when the current contract expires, with the new contract anticipated to be awarded several months prior to that expiration.
The Q&A clarifies multiple operational requirements and submission details: proposals may be submitted as searchable Adobe PDF files with the Volume I Price Proposal in either MS Excel or Adobe format. Warehouse supervisors and the M3W Warehouse Supervisor are government positions, while the Contract Manager is a designated duty assigned to one of the contractor's positions with an alternate. The contractor is responsible for providing all personal protective equipment and safety equipment. Key operational metrics include monthly inventory tracking on a percentage basis with 100% annual inventories, medical set recovery requiring component disassembly and classification through Defense Logistics Agency Prime Vendor Program transactions, and increased medical supply demands in Q2 and Q3 for National Guard unit training replenishments. Technical Exhibit 3 serves as a government estimate, and contractors must determine their own staffing levels, including whether the Contract Manager must be on-site during facility operations. Site visit attendance was offered for February 26, 2026, at Camp Ripley in Little Falls, Minnesota.
