The Q&A clarifies key contract requirements and addresses 64 questions submitted by potential offerors. Questions are due March 5, 2026. This is an 8(a) competitive set-aside contract for medical logistics warehouse operations at Camp Ripley, Minnesota (Building 11-63E, 15000 Highway 115, Little Falls, MN 56345-4173). The current contract is W912LM-23-C-0003, held by an incumbent contractor whose workforce the Government seeks to retain. A site visit was offered on February 26, 2026. The contract is structured as a Firm-Fixed-Price (FFP) arrangement with a 12-month base year and option years, with performance beginning when the current contract expires, approximately 60 days after award.

Key operational requirements include warehouse operations Monday through Friday, 0600-1630 hours, with flexibility required for occasional evening and weekend support (no separate overtime authorization; costs must be included in fixed price). The contractor must provide all personal protective equipment (PPE) for warehouse personnel. Services encompass medical equipment set (MES) and surgical kit operations (SKO) maintenance supporting Role I and Role II operations nationwide, monthly inventory management (partial monthly, 100% annually), medical set recovery with component disassembly and classification, support for Defense Logistics Agency Prime Vendor Program tracking, and processing increased material transactions during Q2 and Q3 (corresponding to National Guard training replenishments). The contractor is responsible for determining staffing levels to meet workload requirements outlined in the Performance Work Statement, must ensure all personnel are minimally clearable for CAC, and must arrange backfill coverage for long-term absences that impact service continuity. Service pricing is based on an estimated 1,856 productive hours per FTE annually (2,080 hours less 88 holiday hours, 56 sick leave hours, and 80 vacation hours) per Wage Determination SCA 2015-4957 (Rev 30, December 3, 2025). Annual SCA rate and health and welfare changes apply throughout the contract period. ISO 9001:2015 certification is not required.
