The procurement is a 100% small business set-aside under NAICS 812320 (size standard $8 million), issued as a combined synopsis and request for quotation with no separate written solicitation.
Place of performance is the contractor's facility with weekly pickup and delivery at five designated locations across JBSA Fort Sam Houston between 8:00 AM and 11:00 AM CST, Monday through Friday, with a mandatory one-week turnaround. Services include laundering, sanitizing, and delivery of surgical towels, hand towels, scrub tops and bottoms, lab coats, sheets, pillowcases, blankets, patient gowns, and incidental items. The contractor must demonstrate healthcare linen services experience, provide all transportation equipment and sanitary bins or carts, and meet stringent quality standards including soil and stain removal, hygienic cleaning free of lint and scorch marks, absence of objectionable odors, and proper ironing and folding; no validated sterilization certification is required. Contractor personnel and vehicles require security badging (processing typically 5–10 business days post-award). Estimated annual workload is 26,728 items (approximately 20,000 pounds or 10 tons) with weekly payload averaging 385 pounds.
The base contract period runs September 14, 2026 through September 13, 2027, with four optional 12-month renewal periods extending through September 2031 and potential for an additional six-month extension under FAR 52.217-8. Pricing is firm fixed price. The incumbent contract (FA301621P0129) carried a total award value of $136,059.60 with no material scope changes in this recompete. Evaluation focuses on price and technical merit; the three lowest-priced quotes will be evaluated for technical acceptability on operational capabilities and logistics planning, and quality control and sanitization standards. All technical factors must receive an "Acceptable" rating for eligibility. Quotations must include past performance references from the past three years and be submitted via email; questions are due August 21, 2026 at 3:00 PM CST.
