About this file

This is a Performance Work Statement (PWS) for linen services at the Medical Education and Training Campus (METC), Joint Base San Antonio (JBSA)-Fort Sam Houston, Texas, effective February 24, 2026.

The contractor shall provide comprehensive laundering and linen services including facility, labor, supervision, supplies, equipment, and transportation. Services encompass washing, cleaning, folding, and returning surgical towels, hand towels, scrub tops and bottoms, lab coats, sheets, pillowcases, blankets, patient gowns, and related items on a one-week turnaround cycle. Weekly pickup and delivery occur between 8:00 AM and 11:00 AM CST at five designated locations across the installation, with additional locations potentially added during performance. The contractor shall not be compensated for Government-mandated office closures and is responsible for staff notification during such periods. Estimated annual workload is 26,728 linen items based on historical data from September 2021 through January 2025, with anticipated fluctuation of plus or minus 5 percent due to training program variations. Workload may vary higher or lower, and equitable adjustment requests require actual quantities exceeding estimates by more than 5 percent, demonstrated cost increases, and Contracting Officer approval per FAR 31.201-3.

Quality standards require medical-type linen experience in healthcare environments, complete soil and stain removal, hygienic cleaning free of odors and residual chemicals, proper shrinkage control, appropriate ironing and folding per commercial standards, and sanitized sterile condition upon return. The contractor must provide identified point of contact and alternate with full contract authority, English proficiency, and availability during normal duty hours. Security requirements mandate contractor employee identification badges, properly registered and licensed vehicles with insurance, compliance with installation procedures, and timely renewal and return of access credentials. Contractor personnel shall comply with OSHA and federal, state, and local safety regulations. No delivery or pickup is required on twelve specified federal holidays. Unserviceable items identified by the contractor shall be replaced at no cost to the Government if damage was contractor-caused.
