This is a Performance Work Statement (PWS) for linen services at the Medical Education and Training Campus (METC), Joint Base San Antonio (JBSA)-Fort Sam Houston, Texas, effective 24 August 2026. The contractor shall provide full linen services including laundering, processing, and weekly delivery of surgical towels, hand towels, scrub tops and bottoms, lab coats, sheets, pillowcases, blankets, patient gowns, and related incidental items. Services must be performed at the contractor's facility with a strict one-week turnaround requirement. Weekly pickup and delivery shall occur between 8:00 AM and 11:00 AM (CST) on a recurring Monday-Friday schedule at five designated locations across JBSA: three addresses on William Hardee Road and Garden Avenue with elevators and loading dock access, and one location on Forage Road without elevator or dock access. The Contracting Officer's Representative (COR) may adjust delivery days and times with 24 hours' notice, and new locations may be added via formal contract modification.

Quality standards require the contractor to possess experience in healthcare/patient care linen services and meet stringent specifications including removal of all soil and stains, hygienic cleaning free of lint and scorch marks, bright colors for white and colored fabrics, absence of objectionable odors, proper shrinkage control, complete drying and softness, smooth ironing and folding for flatwork items, and sanitized and hygienically clean condition upon return with no additional sterility certifications required. The contractor must provide all necessary equipment including bags, bins, and rolling carts for sanitary transport of both soiled and clean linens, with articles transported in clean carts to prevent wrinkling and contamination. Unserviceable items must be returned separately and replaced at no cost if caused by contractor error. The contractor shall designate a primary point of contact and alternate with full authority and English fluency to coordinate with government personnel. Security requirements include obtaining personnel and vehicle identification badges and passes; standard processing takes 5-10 business days. The contractor must comply with OSHA and federal/state/local safety laws, ensure all vehicles are properly registered and licensed with proof of insurance, and renew and return all credentials promptly. The estimated annual workload comprises 26,728 linen items (approximately 20,000 pounds or 10 tons annually; 385 pounds weekly), with workload projected to remain stable plus or minus 5% variance over the five-year contract period, though these figures do not guarantee actual quantities and any equitable adjustment claims must exceed the 5% threshold and be approved by the Contracting Officer.
