About this opportunity
SOLICITATION CANCELLED. The U.S. Army Contracting Command (ACC-APG) Orlando, procuring on behalf of the Capability Program Executive Office Simulation, Training, Test & Threat (CPE ST3), has cancelled Solicitation W900KK-26-R-A017 for Medical Instructor/Operator Support Services (MIOSS). The original proposal deadline was August 10, 2026; the Government cancelled the solicitation after determining that substantial changes to the scope of work and reprioritization of FY26 funding made continued competition under the current terms inappropriate under FAR 15.206(e).
This was a total small business set-aside (100% small business, NAICS 541990) for a single-award Firm Fixed Price Mandatory Minimum Staffing Baseline contract with a base period of 7 months (September 1, 2026 through March 31, 2027) and four 1-year option periods extending through March 31, 2031. Place of performance includes Army Medical Simulation Training Centers at 25+ installations throughout CONUS and OCONUS (Germany and Korea), with administrative oversight at Orlando, Florida.
The requirement called for continuous instructor/operator support maintaining 110 Full-Time Equivalents across geographically dispersed sites. All contractor personnel were required to be medically credentialed, including current EMT or Paramedic licensure, former military medical experience (68W, 18D, Navy IDC, or Air Force 4NOX1), or current licensure as RN/PA/Physician; all personnel were required to achieve TC 8-800 certification within 90 days and maintain annual recertification. Government-established direct labor floor rates and contractually binding ceiling rates (105% for CONUS, 110% for OCONUS) applied; minimum escalation factors were 3.2% for Option Period 1 and 2.7% for Options 2–4. Collective Bargaining Agreements and Service Contract Labor Standards applied at 16 sites; First Right of Refusal obligations were required. Prime contractors were required to perform at least 50% of contract value themselves.
Evaluation used a tradeoff approach weighting Program Management (Factor 1, significantly more important) at 60%, Past Performance (Factor 2) at approximately 20–25%, and Total Evaluated Price (Factor 3) at approximately 15–20%. Factor 1 required an "Acceptable" minimum rating; "Unacceptable" or "Marginal" ratings rendered proposals ineligible. The incumbent contractor was Phoenix Defense.
The Government anticipates re-soliciting under a new solicitation number once the revised Performance Work Statement and funding are finalized. Prospective offerors should monitor SAM.gov for future updates. Contact: Joshua Brown, Contract Specialist, usarmy.orlando.cpe-st3.mbx.mioss@army.mil.
