About this opportunity
The Department of the Army Materiel Command Contracting Command Orlando Contracting Center is seeking Instructor/Operator (I/O) support services for the Medical Simulation Training Center (MIOSS) program to deliver medical-based and scenario-based training across Army installations worldwide. The contract requires qualified contractors to provide instructor-led training in Combat Medic (68W) sustainment and Tactical Combat Casualty Care (TC3), perform preventive maintenance on training simulators and devices (TADSS), and support military exercises through scenario development and after-action reviews. Key personnel qualifications include current National Registry Emergency Medical Technician (NREMT) certification at EMT level or higher, compliance with one of four background options (former 68W/18D NCO, Navy NEC 8404, Air Force 4NOX1, or licensed healthcare provider), and maintenance of Basic Life Support (BLS) certification. The government will evaluate contractor performance based on a Quality Assurance Surveillance Plan (QASP) that monitors training delivery standards, equipment maintenance compliance, and adherence to security and reporting requirements. Contractors must submit questions and comments on the Draft Performance Work Statement by March 23, 2026 at 10:00 a.m. EST using the provided spreadsheet template, with an Industry Day scheduled for March 30, 2026 at Fort Stewart, Georgia to discuss questions and clarifications.
This opportunity is designated as a Total Small Business set-aside. The contract requires staffing of 125 Full-Time Equivalents (FTEs) distributed across 24 military training locations, with individual sites requiring either 5 or 10 FTEs depending on facility size, including major installations such as Fort Bragg and Fort Hood in the continental United States as well as overseas locations in Korea and Germany. Contractors must maintain a minimum of 2,500 Combat Medic students annually per MSTC site and comply with extensive security, cybersecurity, and safety requirements including antiterrorism training and force protection protocols. The draft PWS specifies that contractors must establish Associate Contractor Agreements with the Warfighter Training Readiness Solutions (W-TRS) maintainer within three months of contract award and deliver quarterly progress reports, training evaluation documents, and incident reports. While a specific contract award value is not disclosed in this pre-solicitation notice, the scope and staffing requirements suggest a significant multi-year contract supporting critical military medical training capabilities across the global Army network.
