About this opportunity
The Department of State is amending solicitation 19EG3026R0001 for medical and life insurance services covering American Embassy personnel in Cairo, with quotation submissions due by August 4, 2026. The amendment extends the deadline and attaches a Questions and Answers document addressing 65 offeror inquiries; offerors must acknowledge receipt of this amendment prior to submission or risk rejection.
The contract covers health insurance and life insurance for approximately 1,048 employees and 2,798 dependents. Health insurance requires minimum coverage of 80% (up to 100% may be offered) with an EGP 800,000 annual limit plus an additional EGP 800,000 catastrophic limit. Life insurance provides 24 months of last reported salary for natural death and 48 months for accidental death or permanent total disability. The five-year contract structure includes a base year plus four option years, with contract renewal on November 1, 2026. Pricing must remain fixed throughout the five-year period except through the Economic Price Adjustment clause, subject to mutual agreement after the first 12 months.
The minimum contract guarantee is EGP 100,000 per performance period, with a cumulative maximum of EGP 2,000,000,000 across all years. Administrative and third-party administrator costs are captured in fixed bi-weekly retention amounts (25% for health, 20% for life) excluding claims funding. Profit-sharing uses the Experience Rating Refund formula specified in the solicitation with no deviations permitted. Offerors must complete all proposal sections including SF-33 (blocks 15–18), Section K (Representations and Certifications), and Section L (technical and price proposals). No deviations from solicitation terms and conditions are allowed.
Attachment A (QA).pdf and Paid Claims reports for three consecutive policy years (2022–2023, 2023–2024, 2024–2025) are available as reference materials documenting historical claims volumes and benefit utilization.
