About this file
This file is a Questions and Answers (Q&A) document for a federal health and life insurance solicitation issued by the U.S. Embassy (State Department contracting office). The document addresses 65 questions from prospective offerors regarding contract requirements, pricing, coverage details, and administrative procedures.
The solicitation covers group health insurance and life insurance coverage for approximately 1,048 employees and 2,798 dependents. Health insurance requires minimum coverage of 80% (up to 100% may be offered) with an EGP 800,000 annual limit plus an additional EGP 800,000 catastrophic limit. Life insurance provides 24 months of last reported salary for natural death and 48 months for accidental death or permanent total disability. The contract uses a five-year term structure with a base year plus four option years, issued annually with Embassy discretion to renew or discontinue each year. Prices must remain fixed throughout the five-year period except through the Economic Price Adjustment clause, with adjustments subject to mutual agreement after the first 12 months. The minimum contract guarantee is EGP 100,000 per performance period, with a cumulative maximum of EGP 2,000,000,000 across all years. Offerors must complete all proposal sections including SF-33 (blocks 15-18), Section K (Representations and Certifications), and Section L (technical and price proposals). The contract renewal date is November 1, 2026. Administrative and TPA costs are captured in a fixed bi-weekly retention amount (25% for health, 20% for life) excluding claims funding, and profit-sharing uses the Experience Rating Refund formula specified in Section B.10 with no deviations permitted. No deviations from solicitation terms and conditions are allowed, and offerors cannot add exclusions or alternative clauses.
