About this opportunity

The Arkansas Army National Guard seeks periodic health assessment and dental support services for approximately 6,500 personnel across two locations in Arkansas, with proposals due July 27, 2026 at 10:00 AM CST (Amendment 1). The procurement is a total small business set-aside under solicitation W912JF26RA003, with performance from September 1, 2026 through September 30, 2027.

Place of performance includes Camp Robinson (North Little Rock RMTC, ~4,500 personnel) and Fort Chaffee (Fort Smith CMTC, ~2,000 personnel), Arkansas. The NAICS code is 621498, All Other Outpatient Care Centers; PSC is Q403, Medical Evaluation/Screening. Services include annual dental examinations with digital radiographs, dental treatment to convert soldiers from Dental Classification 3 to Classification 1 or 2, and comprehensive PHAs encompassing physical exams, vision screening, audiometric testing, laboratory work, and cardiovascular screening. The contractor operates mobile medical and dental platforms in three-hour event blocks, up to four consecutive blocks per day, Monday through Friday and weekends as needed (except recognized federal holidays), and must respond to service requests within three days' notice.

All contractor personnel require Common Access Cards, background investigations, and completion of mandatory training (AT Level 1, iWATCH, OPSEC, Information Assurance, and COMSEC awareness). All medical and dental providers must be actively licensed in Arkansas or any U.S. state or territory. The contractor furnishes all mobile platforms, equipment, supplies, medications, and staffing; the Government provides parking and facility space when available. Electronic data entry into DENCLASS and MEDPROS systems must occur within five days of event completion; end-of-event summary reports are due within five days. Equipment malfunctions require response within four hours.

Evaluation weighs technical capability and past performance (combined) approximately equal to price. Acceptable experience requires a minimum of two years providing comparable PHA services. Past performance must be recent (within three years), relevant, and rated acceptable or unacceptable. Price evaluation applies FAR 12.204 standards for fairness and reasonableness. Proposals are limited to 10 pages for technical factors combined; pricing has no page limit. Responses must comply with DFARS 252.204-7012 and 252.204-7020 and include NIST basic assessment documentation.

Questions are due July 8, 2026 at 12:00 PM CST; submit via email to michael.w.washington10.civ@army.mil. Service Contract Labor Standards wage determinations apply for Crawford, Sebastian, Faulkner, Lonoke, Perry, Pulaski, and Saline counties, Arkansas (Wage Determinations 2015-5141 and 2015-5117, effective May 13, 2026).
