About this file
This document is Amendment 1 to Solicitation W912JF26RA003, a Questions and Answers (Q&A) amendment issued by the Arkansas National Guard Purchasing and Contracting office addressing 41 contractor questions submitted prior to the July 8, 2026 question deadline. The solicitation concerns a new requirement for periodic health assessment (PHA) and dental services for Arkansas National Guard personnel.
Requirement Overview and Key Services: This is a new requirement for the Arkansas National Guard Medical Command (AR ARNG MEDCOM), previously fulfilled through a national contract held by Leidos QTC Health Services and subcontracted to DOCS Health. The contract is firm-fixed-price with contractor responsibility for operating mobile and facility-based PHA and dental clinics at multiple Arkansas National Guard locations. Services include medical examinations, dental treatment (fillings, extractions, root canals, build-ups), audiological testing (CAE/MOHT), and post-event clinical documentation entry. No optometrist services or immunizations are required. Staff levels vary per event; historical events ranged from 15 to 60 personnel. The contractor must operate check-in stations for full PHA events, maintain own portable generators for mobile units, furnish computers and equipment, and provide credentialed medical and dental providers including physician assistants, nurse practitioners, dentists, dental hygienists, and dental assistants. Medical providers may conduct PHA screening via HIPAA-compliant virtual platforms. The contractor must use its own SF 600 and digital DD Form 603 charting processes and enter post-event documentation into applicable systems within two weeks. Providers must be actively licensed and in good standing in any U.S. state or territory, with Arkansas licensure preferred. Dental assistance only (no dentist) is required for bitewing services.
Operational Requirements and Constraints: Government will provide a roster of attending personnel 21 days prior to events; contractor staff will scrub records for required services and conduct on-site IMR determinations for walk-in personnel. The Government provides no transportation, vehicles, computers, CAC access, electrical infrastructure, or refrigerated storage. Government facilities available include AR MEDDET Building 15301 and theater/conference centers at Camp Chaffee; all other services except dental treatment and audio stations may be conducted inside military facilities using contractor-supplied power strips, extension cords, and MiFi equipment. Dental treatment, audio testing, and specialty physicals are not required. Services previously listed as required—women's health exams, DRE/PSA testing, Chlamydia/Gonorrhea screens, immunizations, Titmus Screener, pulse oximetry, NOSTRA prescription ordering, red medical warning tags, and post-event dental case management—have been removed from the Performance Work Statement (PWS) as the Government will handle these in-house. The revised offer due date is July 21, 2026 at 10:00 AM CST. The contract NAICS code is 621498 (All Other Outpatient Care Centers). Contractors should develop proposals based on operational methods best suited to their business model, with the Government suggesting daily rates for estimated personnel attendance but not mandating any specific pricing methodology.

Solicitation W912JF26RA003 Amendment 1
The purpose of this amendment is to answer questions properly submitted by contractors prior to the 12:00 PM July 8, 2026 cut off time for submission of questions.
Questions:
1. Is this a new requirement? If not, please provide the current incumbent and the contract number.
Answer: This is a new requirement for the Arkansas National Guard Purchasing and Contracting office. Previously the requirement owner (AR ARNG MEDCOM) was utilizing a National Contract (N0018925DZ029) for this effort. Leidos QTC Health Services held the parent contract. They sub-contracted Arkansas’ requirements to DOCS Health. We were not privy to this contract information. Arkansas would MIPR the money to the National Contract which is no longer available.
2. What is the number of current FTEs on this contract?
Answer: There are no FTEs on this contract. Staff PAX count varies depending on what service is requested and how many PAX attend the event. The last full contract PHA at Chaffee had about 60 PAX listed on the gate roster. The last dental treatment event had 15 PAX listed on the gate roster.
3. For Mobile PHAs is the government providing remote vehicles?
Answer: We do not provide any transportation; we do not have any organic MILVICS or an organic GSA. Previous subcontractor couriered supplies/equipment in brought it in the dental treatment/audio trailers. Contractor staff will POV and/or fly then rental to the event.
4. Based on the quote sheet not including separate line items for Women’s Health Exams or DRE/PSA testing, and given that this solicitation appears to be firm-fixed-price, could the Government please clarify how these services should be priced if requested? Specifically, would pricing for these services be requested at the time the need is identified, or is the contractor expected to include pricing for these services in its initial submission? If pricing is required with the initial submission, can the Government provide estimated quantities for each service to be priced?
Answer: Women’s Health Exams and DRE/PSA testing are removed from the PWS as the requirement owner has determined they are not needed.
5. Are any Government facilities, buildings, armory space, or drill space available for contractor use during this event? If so, please identify the available space and any limitations on its use.
Answer: AR MEDDET buildings 15301 for admin/bite wings/exams, current vendor uses contractor owned/rented office style shipping containers. For Chaffee we use the theater and conference center, current vendor uses contractor owned trailers for dental treatment and audio all other stations can be located inside the two buildings with tables/chairs and outlets, contractors will need power strips, extension cords, and MiFis.
6. To reduce overhead and improve event efficiency, may any services be performed inside the armory or available Government space? If so, please identify which services may be performed there.
Answer: Same as Question 5. AR MEDDET buildings 15301 for admin/bite wings/exams, current vendor uses contractor owned/rented office style shipping containers. For Chaffee we use the theater and conference center, current vendor uses contractor owned trailers for dental treatment and audio all other stations can be located inside the two buildings with tables/chairs and outlets, contractors will need power strips, extension cords, and MiFis.
7. Are electrical outlets or shore power available for contractor mobile medical units? If so, please identify the available power capacity and location.
Answer: No, current vendor uses rented generators to power any mobile units
8. Will the Government provide computers for use by PAs/NPs and other staff for ePHA, DD Form 5570 entry, or other required system documentation?
Answer: No
9. Will ARARNG provide CACs and access to required systems, including MedChart, MEDPROS, MODS, HRR, MWDE, or other applicable platforms?
Answer:
10. Is the contractor expected to scrub medical/dental charts prior to the event?
Answer: Yes, we provide current vendor a DODID roster of PAX attending and they scrub for services needed.
11. Will the Government provide a scrubbed roster, DRC3 list, or other list identifying each Soldier’s required services prior to the event? If so, how far in advance of the event will it be provided?
Answer: Yes, current vendor has a 21 day prior requirement, would like to stick to that process.
12. If the Government does not provide a scrubbed roster, will the contractor be provided with access to MODS/MEDPROS or other systems necessary to determine each Soldier’s IMR requirements?
Answer: We do not provide the contractor with a scrubbed IMR list. We provide the data system approved contractor with a list of DODID numbers attending the events and their staff reviews the needs required per DODID in MODS (Medical Operational Data System). That is a big Army system, and we do not provide the access to it.
13.If a Soldier walks in and is not listed on the roster, is the contractor expected to run the Soldier’s IMR and determine required services on site?
Answer: We can provide the IMR with needed services then they can add them to whatever system they are using- current process
14. Is the contractor responsible for entering post-event documentation into MWDE, HRR, MEDPROS, MedChart, or other systems, or will post-event entry be handled by the Government’s case management team?
Answer: Yes. Live entry or update post event within 2 weeks
15. Please provide the average age of Soldiers expected at this event, or an estimated number of Soldiers requiring EKGs.
Answer: This will vary per event.
16. Is the contractor permitted to use its own SF 600 and digital dental DD Form 603 charting process, provided all required information is captured and submitted?
Answer: Yes, this is the current process.
17. If compact privileges do not satisfy the Arkansas licensure requirement, would the Government consider modifying PWS paragraphs 1.4.7 / 5.1 to allow providers who are actively licensed and in good standing in any U.S. state or territory, with Arkansas licensure preferred? All providers would remain fully credentialed, including license, diploma, background check, and board certification where applicable, and credentials would be verifiable upon request by the COR and Office of the State Surgeon.
Answer: No issue on our end, current vendor brings staff from across the nation. PWS modified to reflect accordingly.
18. Please confirm whether the contractor is required to provide the following specialty providers for this event:
a. Optometrist for visual refraction
b. Audiologist for CAE/MOHT testing
Answer: a. No b. yes
19. How many Chlamydia/Gonorrhea screens are estimated to be required?
Answer: None. PWS modified accordingly.
20. 5.2.2.13 states immunizations, but the schedule does not indicate immunizations are required.
Can you confirm if this is a requirement for the scheduled events?
Answer: No, immunizations are handled in house. PWS modified accordingly.
21. Will the contractor be required to provide equipment to maintain immunizations at required refrigerated temperatures, or will the Government provide refrigerated storage?
Answer: No / NA PWS modified accordingly.
22. Can the Government provide an estimate of the amount and type of dental treatment expected to be required?
Answer: Varies per event. FMD, fillings, extractions, root canals, build ups.
23. Is the contractor expected to operate its own check-in station, or will the Government manage Soldier check-in?
Answer: For full PHA events, yes and post event roll up. For dental only events, if the contractor wants record of it.
24. Are medical providers, including PAs and NPs, permitted to conduct PHA screening through a HIPAA-compliant virtual platform?
Answer: Yes
25. For post-event dental case management under PWS paragraph 5.4.3.1, is there a specific CLIN or price schedule line item for these services? If so, please confirm the CLIN number and unit of measure, such as per appointment, per treatment, or voucher-based rate.
Answer: Post event dental is handled in house.
26. Is the Government Purchase Card an authorized payment method for post-event dental case management invoices?
Answer: N/A, in house dental case management.
27. When a dental voucher has been issued and the Soldier fails to appear for the scheduled appointment, please confirm the contractor’s billing posture, including:
a. Whether the procedure itself may be billed if it was not rendered
b. Whether reasonable provider no-show fees are reimbursable under the contract
Answer: N/A, in house dental case management.
28. PWS paragraph 5.4.3.1 appears to limit post-event dental case management to 30 days from the end of the event. Specialty appointments, particularly oral surgery, may not be available within 30 days due to provider workload and scheduling constraints. Please confirm whether the 30-day window is firm in all cases or whether extensions may be authorized for specialty referrals.
Answer: N/A, in house dental case management.
29. 5.1.1 please confirm that the government will not use the state's existing case management team for this requirement, and the contractor is required to provide these services.
Answer: We will be using the in-house case management for this service. This is not a service required under the PHA contract. PWS modified accordingly.
30. 5.6.1.3 Will the government assist in acquiring access to NOSTRA if needed?
Answer: Not required / needed. PWS modified accordingly.
31. Events where it says "bite wings" please confirm the government only requires bitewing equipment and a dental assistant to perform the bite wings, no dentist.
Answer: No Dentist required, only assistant and equipment.
31. Block 8 states the offer due date is 16 JUL 2026 at 12:00 PM. Can the Government please confirm the specific time zone (e.g., CST/CDT) for submission?
Answer: All times are CST. Modifying offer due date to 21 July 2026 at 10:00 AM CST.
31. Currently, the solicitation identifies NAICS Code 621498 (All Other Outpatient Care Centers). Would the ARARNG consider changing this, or alternatively adding NAICS 621999 (All Other Miscellaneous Ambulatory Health Care Services)?
Answer: The Contract NAICS code is 621498. ACWS does not allow multiple NAICS codes. The current NAICS code is the most accurate for this contract and is the NAICS used for previous contracts of this nature by other states and the national contract.
32. The solicitation includes evaluation criteria (FAR 52.212-2) but lacks specific instructions to offerors (FAR 52.212-1 Addendum). Can the Government clarify the exact proposal requirements? Specifically, is the Government expecting a detailed technical narrative and past performance volume in addition to the completed Quote Assistance Sheet, and are there specific formatting or page limits?
Answer: Yes. See amended solicitation documents.
33. Are specific resumes, professional licenses, or letters of intent required to be submitted with the proposal for Key Personnel (e.g., Contract Manager, Event Managers, Dental Director, etc.)?
Answer: No. Contractor bears the responsibility to make sure all professionals are adequately credentialed.
34. The Quote Sheet header indicates "DIRECT LABOR (List Labor Categories)" and "RATE PER Day ($)". However, the line items list clinical services (e.g., "Check In/Out", "Bite Wings") alongside patient quantities ("Quantity (PAX)"). Can the Government clarify if offerors should price this per-patient (PAX), per-clinical service, or by proposing daily rates for the labor categories required to process the estimated PAX?
Answer: The quote sheet is a stripped version of the document used to develop the IGE. The contracting officer provided it as a tool not necessary for your proposal. Not all businesses (even of the same type) bill in the same manner. Develop your proposals based on the estimates provided in the manner that best suits your operational paradigm. The requirement’s owner suggested daily rate for estimated PAX but was not committed to any method being superior.
35. Solicitation CLIN 0001 is for "1 Job" as a Firm Fixed Price (FFP), yet the quote sheet contains specific estimated PAX quantities per day. Will this be a standard Firm Fixed Price contract (flat event rate regardless of actual turnout), or an IDIQ/Requirements contract where the contractor bills based on the actual number of Soldiers (PAX) processed?
Answer: This is a firm fixed price contract. Quote sheet was based on historical throughput and was developed for IGE purposes and subsequently provided in the solicitation documents to assist contractors in creating their estimates. As in any firm-fixed price contract, the contractor bears some risk and should quote accordingly. Contractors will be able to bill against events at the conclusion of each event.
36. PWS sections state all services must be performed in a mobile environment unless authorized per event. For pricing purposes, should offerors assume 100% Mobile Platform deployment (and assume no Armory space will be provided) for all events listed on the Quote Sheet?
Answer: All services, minus dental treatment and audio can be conducted inside a military facility.
37. The PWS mandates Women’s Health Exams, Digital Rectal Exams (DRE), and Specialty Physicals (flight, airborne, ranger, etc.). However, these specific deliverables are omitted from the Quote Assistance Sheet. Please advise where and how offerors should account for and price these deliverables.
Answer: PWS modified accordingly.
38. The PWS states, “The contractor shall use SRTS for placing prescriptions orders thru NOSTRA.”
Will the Government grant the contractor the necessary IT/system access to place these orders directly through NOSTRA?
Answer: In-house. PWS modified accordingly.
39. The PWS states that Soldiers with a positive SCT screening will be issued a red medical warning tag.
Will the Government be issuing/providing these specific tags, or is the contractor required to procure and supply them as part of our contractor-furnished materials?
Answer: In-house. PWS modified accordingly.
40. PWS states for a requirement for a Titmus Screener in section 5.2.2.8 and the service outline for vision in section 5.6.1.2 does not require a Titmus Screener to perform the service. Is the Titmus screener a requirement that can be removed from the PWS?
Answer: Not a requirement. PWS modified accordingly.
41. The PWS states that pulse oximetry is to be performed. In the planned outlook of events, what is the reasoning
Answer: Not required. PWS modified accordingly.
