About this opportunity

The Naval Sea Systems Command seeks mechanical fabrication services via a firm fixed price, five-year, multiple-award blanket purchase agreement, with proposals due August 17 at 2:00 p.m. EST. This is a 100% small business set-aside under NAICS 332710 (Machine Shops), foreclosing competition outside that pool.

Place of performance is Newport, Rhode Island. The work encompasses build-to-print hardware fabrication including CNC machining, welding, braising, milling, electrical discharge machining, grinding, plating, anodizing, coating, painting, sheet metal fabrication, non-destructive testing, additive manufacturing, and waterjet cutting across mild steel, medium steel, high tensile steel, stainless steel, aluminum, and specialty materials including titanium and nickel-based superalloys. The government furnishes technical drawings at the call level; contractors operate their own facilities. Authorized users are NUWCDIVNPT Code 34 (Undersea Warfare Electromagnetic Systems) and Code 85 (Undersea Weapons and Defensive Systems), supporting electromagnetic warfare, imaging, communications, and special projects.

The BPA ceiling is eight million three hundred sixty-two thousand four hundred twenty-six dollars with an individual call limit of one thousand five hundred dollars and a 60-month ordering period. Award carries mandatory pass/fail requirements: active Joint Certification Program registration, CMMC Level 2 certification with current Supplier Performance Risk System status, and a Government Furnished Property Management Plan compliant with FAR and DFARS. Offerors must register in SAM and VETS-4212 prior to award and access Distribution D drawings requires current NIST SP 800-171 DoD Assessment (not more than three years old). Evaluation awards multiple contracts without discussions except clarifications, assessing Technical Capability (Technical Approach, Facilities) and Past Performance (recency, relevance, acceptability) as non-price factors. Offerors must rate Acceptable on all non-price factors to be award-eligible. Amendment 3 extended the deadline from August 6 to August 17.

Amendment #1

The purpose of the amendment is to respond to an industry question as detailed below:

Question: Just to confirm, from a technical proposal standpoint, is the expectation that we would provide a detailed process plan for each component that was sent over as part of the TDP? Or can we summarize our manufacturing approach? Our detailed processes plans would include every single operation required to produce each item, which will be very extensive.

Answer: The TDP provided as part of this solicitation are examples of hardware that will be manufactured under this Blanket Purchase Agreement (BPA). A detailed process plan for each component is not required. Per the solicitation, offerors are required to “Describe your overall manufacturing approach to include production processes and procedures, test procedures, material handling and controls, and capacity to produce hardware (include production, rework and surge capability)”
