The U.S. Department of Education's National Assessment Governing Board (NAGB) is soliciting quotations for comprehensive lodging and meeting services for its May 2026 Quarterly Board Meeting under RFQ 91995926Q0005. The procurement covers hotel accommodations, conference space, food and beverage services, and advanced audiovisual support for an independent, bipartisan board responsible for setting policy for the National Assessment of Educational Progress (NAEP). Key requirements include providing 82 room nights at federal per diem rates of $276 or below, meeting space configured for both plenary and breakout sessions with hybrid meeting capabilities including video conferencing and Zoom support, coffee service for 60 attendees on two days, and a working lunch for 40 attendees. Award will be based on best value to the government, with technical quality and vendor experience weighted significantly more heavily than price, and the contracting officer reserves the right to make award without discussions. The clarification question deadline was February 17, 2026, with responses published on February 18, 2026; proposals are due by March 6, 2026 at 12:00 PM ET.
This is a total small business set-aside procurement with no identified incumbent contractor, utilizing NAICS Code 721110 (Hotels and Motels, Non-Casino) with a $40.0 million size standard and PSC Code X1AB (Lease/Rental of Conference Space and Facilities). No award value or budget range is specified in the solicitation documents. The service period runs from May 13 to May 16, 2026, with the core meeting dates of May 14-15 in the Washington, DC metropolitan area, including eligible locations in Maryland (Bethesda) and Virginia (Alexandria and Arlington). Specific requirements include accommodating 82 room nights distributed across four nights (1 room on May 12, 40 rooms on May 13-14, and 1 room on May 15), providing a plenary room configured for 25-28 board members in hollow square seating with additional classroom and theater-style seating for observers, and three separate breakout rooms with flexible seating configurations.
