May 2026 Quarterly Board Meeting Responses to Clarification Questions
February 18, 2026
Below are the Department’s responses to questions received by the due date:
1. Would you consider changing your dates to 5/6-5/8/26?
No. There is no flexibility with the meeting dates.
2. What has been the historical room pickup percentage for the May Quarterly Board Meeting, and has attendance typically aligned with the estimated 82 room nights?
The historical room pick up for the May QBM has been approximately 80%, and attendance has typically aligned with the estimated room nights.
3. In asking for discounted lodging for staff, how many staff members are you anticipating?
We anticipate no more than three to four staff members will request discounted lodging.
4. Will lunch need to be served in a separate area, or can it be provided within the meeting space?
Lunch is a working lunch and can be served in the foyer outside the general session room.
5. You reference ‘see attached diagram’ for the breakouts but only provided a diagram for the Plenary Room. Could you please send a copy of that diagram?
There is no diagram available for the breakout rooms, but they will all require space for 25 attendees. Conference style for 10 people, and theater style seating for the other 15 people on the perimeter.

Amendment 1: Responses to Questions
6. Regarding hybrid plenary sessions, will the Government provide the OWL devices, or should these be included in the AV quote?
Please include OWLs in the AV quote.
7. Does the court reporter require a dedicated audio split or specific technical configuration beyond a standard house sound feed?
The court reporter will need a feed to the house sound system on Thursday and Friday.
8. Will the Government conduct site visits for all technically acceptable venues or only the most highly rated submissions?
The Government shall keep site visits to a minimum, and only if necessary. NAGB has familiarity with many properties in the Washington, DC metropolitan area.
9. To reconfirm, guest rooms need to be billed separately as a master bill to be paid via a Government Purchase Card or credit card.
Yes. Guest rooms for Governing Board members as indicated on the rooming list shall be billed to a GSA Smart Pay Centrally Billed Account (CBA).
10. Will lodging guests be providing their credit card for hotel incidentals?
Yes. Each guest shall pay for their own incidentals with their own credit card.
11. Does the Government require a contractor representative to be physically on-site throughout the event, or would a designated hotel point of contact be sufficient to meet this requirement?
We do not require on-site support from a contractor representative. The hotel point of contact is preferred.
12. Under preferred concessions it says that attrition of 80% or less is a must. Could you clarify whether it is a technical requirement or a preference?
Attrition and Cancellation clauses must be 80% or less per industry standard.
13. Will you provide tax exemption forms?
The U.S. Department of Education (ED) is an agency of the Federal Government and is tax exempt. A form shall be provided after receipt of quotes, with the selected quoter(s).
