The General Services Administration is soliciting proposals for the renovation of heating, cooling, and air conditioning systems at the Mid-Atlantic Social Security Center in Philadelphia, PA. This project includes replacement of eight (8) twelve-ton chilled water computer room air conditioning units, replacement of three hundred (300) existing two-pipe fan coil units, repair and replacement of various internal components of four (4) existing air handling units, replacement of fourteen (14) exisitng pipe expansion compensators, replacement of three hundred (300) existing four-pipe fan coil units, and replacement of all pipe insulation and most risers and run-outs.
This solicitation is issued for full and open competition after exlusion of sources, i.e., it is set aside for small business. The NAICS Code is 238220 (Plumbing, Heating, and Air Conditioning), and the small business size stand is $15 million. The solicitation number is GS-03-P-17-AZ-C-0013. The Government anticipates awarding a contract in approximately July 2017.
The estimated cost of this project is between $5,000,000.00 and $10,000,000.00. The period of performance is five hundred forty seven (547) calendar days from notice to proceed, which includes sixty (60) calendar days for security clearances and badges.
The contract will be acquired using source selection procedures as identified in FAR 15.3 with a firm fixed price award to the offeror who provides best value to the Government. Offerors will be evaluated based on techical merit and price proposals. For this procurement, technical evaluation factors are significantly more important than price. The Government reserves the right to make award without discussions.
