Amendment 0005 Block 14 Continuation Sheet

MATSSC HVAC Renovation Project

1. Wage Determination PA170005, Mod 5, dated 4/28/17, is hereby rescinded. The attached Wage

Determination PA170005, Mod 6, dated 5/5/17, is hereby incorporated into the solicitation.

2. The attached GSA Form 850, Contractor Information Worksheet, dated 8/2016, is hereby added to the solicitation package for badging purposes after contract award.

3. The attached document, MATSCC HVAC Improvements Bid Questions and Answers, is hereby incorporated into the solicitation.

4. A final walk-through will be conducted at SSA MATSSC on Monday, 5/22/17, at 10:00 a.m. Eastern

Time, for final viewing of the work site. No discussions will be conducted and no additional RFIs will be accepted. Submit RSVP information (name of firm, first and last name of attendees) to Jeffery.Linskens@gsa.gov not later than noon 5/18/17. Bring Government issued photo ID.

5. The proposal due date and time is hereby changed from 5/24/17, 2:00 p.m. Eastern Time to 5/31/17, 2 :00 p.m. Eastern Time.

FOOTNOTE:

A. PAID HOLIDAYS: Memorial Day, Independence Day, Labor Day, Thanksgiving Day and five personal holidays provided employee works at least one day in the three work days before and at least one day in the three work days after the said holiday. Emloyee earns a personal holiday every two months, provided employee has worked twenty-six day in each consecutive two month period, up to a maximum of five per calendar year. After 130 work days the employee is entitled to all five personal holidays.

B. PAID VACATION: Employee will earn one vacation day for every two months, provided employee has worked twenty-six day in each consecutive two month period, up to a maximum of five vacation days per calendar year. After 130 workdays the employee is entitled to all five days of vacation. Employees with 5 years of seniority, earn an additional week of vacation, accrued in the same way.

WELDERS - Receive rate prescribed for craft performing operation to which welding is incidental.

Note: Executive Order (EO) 13706, Establishing Paid Sick Leave for Federal Contractors applies to all contracts subject to the

Davis-Bacon Act for which the contract is awarded (and any solicitation was issued) on or after January 1, 2017. If this contract is covered by the EO, the contractor must provide employees with 1 hour of paid sick leave for every 30 hours they work, up to 56 hours of paid sick leave each year.

Employees must be permitted to use paid sick leave for their own illness, injury or other health-related needs, including preventive care; to assist a family member (or person who is like family to the employee) who is ill, injured, or has other health-related needs, including preventive care; or for reasons resulting from, or to assist a family member (or person who is like family to the employee) who is a victim of, domestic violence, sexual assault, or stalking. Additional information on contractor requirements and worker protections under the EO is available at www.dol.gov/whd/govcontracts.

Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses

(29CFR 5.5 (a) (1) (ii)).

The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of "identifiers" that indicate whether the particular rate is a union rate (current union negotiated rate for local), a survey rate (weighted average rate) or a union average rate

(weighted union average rate).

Union Rate Identifiers

A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than "SU" or

"UAVG" denotes that the union classification and rate were prevailing for that classification in the survey. Example:

PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union which prevailed in the survey for this classification, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.

Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate.

Survey Rate Identifiers

Classifications listed under the "SU" identifier indicate that no one rate prevailed for this classification in the survey and the published rate is derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As this weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SULA2012-007 5/13/2014. SU indicates the rates are survey rates based on a weighted average calculation of rates and are not majority rates. LA indicates the State of Louisiana. 2012 is the year of survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. 5/13/2014 indicates the survey completion date for the classifications and rates under that identifier.

Survey wage rates are not updated and remain in effect until a new survey is conducted.

Union Average Rate Identifiers

Classification(s) listed under the UAVG identifier indicate that no single majority rate prevailed for those classifications; however, 100% of the data reported for the classifications was union data. EXAMPLE: UAVG-OH-0010

08/29/2014. UAVG indicates that the rate is a weighted union average rate. OH indicates the state. The next number, 0010 in the example, is an internal number used in producing the wage determination. 08/29/2014 indicates the survey completion date for the classifications and rates under that identifier.

A UAVG rate will be updated once a year, usually in January of each year, to reflect a weighted average of the current negotiated/CBA rate of the union locals from which the rate is based.

If Personally Identifiable Information (PII) needs to be transmitted over the Internet, it must be sent using encryption methods defined in Chapter 5, Paragraph 7 of GSA Order CIO P 2100.1E GSA Information Technology (IT).

All passwords must be encrypted in storage.

All sensitive information, such as PII, as deemed by the data owner, which is transmitted outside the GSA firewall, must be encrypted.

Who is the Fire Alarm company for the building?

The newly-installed Fire Alarm is an Edwards System, maintained by SDT until the warranty period expires on July 19,2017. The SDT Point of contact is Matt Grogan: phone # 215-579-7000.

After the warranty period expires, the O & M for the system will revert back to the current O& M contractor, Brooks Range and its subcontractor- Wayman Fire Protection.

Can deliveries be done during the day for night work? Yes, provided there is 24-hour advance notice to the AECOM team and that the contractor has someone on-site to receive product deliveries (other than mail correspondence).

Is there parking on site? Are there spaces available free of charge?

Parking for contractor employees is permitted on the SSA lot no earlier than 5:30 pm and must be off the premises no later than 5:30 am. In order to obtain a parking lot key card, a valid Driver's license, Registration and Insurance Card must be submitted. No day-tme parking is permitted on

SSA's premises.

How many FCUs will be replaced? The drawings say 42 units and the pre-proposal minutes say 300 + 300. 300 units north side and 300 units south side.

Where exactly is the contractor staging area(s) for this project? Is this accessible 24/7?

The contractor will be provided storage in the Penthouse level.(8th floor). Access is restricted to building engineers and to contractor personnell by way of an elevator key that will be provided at the time of contract commencement.

Regarding construction debris, how is this to be disposed? Is there a dumpster provided onsite that can be utilized?

BRCS (current O&M building contractor) does not have a way to measure the waste at the recycling facility, and therefore will not be able to assist the contractor in complying with the GSA

Waste Management Plan. The contractor shall make arrangements for his own disposal. In the past, SSA has permitted contractors to place a 22 yard dumpster at the loading dock at 4;00 PM

Friday afternoon and arrange for its removal by 5:00 AM Monday morning.

Fan coil units - Is there a maximum BTUH requirement for the heating capacity?

No. the scheduled value is a minimum.

Are we able to install equipment, not equal to, but, above the minimums specified in the Fan Coil schedule? Yes.

Are there accessible valves throughout each floor or at each unit to shut down the water feeding the Fan Coil Units?

There are shutoff valves at each floor level and at each pair of fan coil units. The shutoff valves at the units will be replaced as part of the project.

Approximately how long does it normally take to shut down the water to each floor feeding the fan coil units based on past history of service?

Difficult question to answer, but i would allow at least one hour for every floor , every night to shut off, vent, and drain. Refilling will take time also, as the system needs to be vented prior to re-starting the pumps. My experience is that each floor can be isolated, but some floors may lack a positive shutoff. My suggestion is that the contractor be prepared with a freeze kit in case closing the supply and return valves is insufficient to stop the creep of water into the pipes.

Are we permitted to reuse any of the Supply & Return Piping or is it to be replaced entirely for each Fan Coil Unit?

All piping above the floor at each unit is intended to be replaced. (See detail 6/M-501.)

AHUs # 1 through # 4 are Niagra Units. No further information is available. One Enthalpy Wheel was repaired several years ago and may have been manufactured and supplied by RotoSource.

Verification is needed however and the Government is unable to confirm.

MATSSC HVAC IMPROVEMENTS BID QUESTIONS AND ANSWERS

What scope of the work will require fire alarm/suppression system shutdowns referenced on drawing M001?

Only to the extent necessary to accomplish the work. The FA will interface on the CRAC unit EPO and fire/smoke dampler control referenced on E-1-01. The contractor may also need to support duct smoke outages and/or conduit/wiring relocation for the AHU retrofits (if required to accomplish the work).

For bid purposes can there be an allowance for obtaining the services of the contractors that already have service agreements with the GSA such as

Brooks Service and Wayman?

No. This is a firm fixed price contract between the Government and the prime contractor.

M001 phasing note 5 says Penthouse and basement work during normal working hours and that all interuptions are during off hours. Please advise if

AHU work is to be done on normal or off hours.

Note # 5 does not properly reflect the time frames and should be revised as follows: Rebuilding of the AHUs, replacement of the CRAC Unit and Replacement of the FCUs shall be performed during non-occupied hours. Installation of pipe guide on vertical piping risers located within the confines of the four shaft ways shall take place after normal occupied hours also. Pipe insulation on vertrical riser pipes can be installed during occupied hours.

During the walkthrough we did not see all portions of the building. 1st floor indicates gypsum ceiling and metal panels but not the total square footage.

Please advise approximately how many square footage of each type of ceiling will be encountered on the 1st floor. What types of ceiling are on the other floors where piping modifications and insulation need to be done. Drop ceiling?

On the first floor, most of the affected fan coil unit pipng is located above the metal soffit panel system (outdoor overhang). The remainder of the first floor fan coil piping (indoor) is located above gypsum board ceiling. All other piping in occupied areas is above acousitcal drop ceiling tiles.

Does the heating and chilled water systems contain any percentage of glycol?

The only system with glycol that is affected by invasive work is the chilled water system serving the air handling unit "ice" cooling coils.

Do FCU’s being demoed need to be replaced with new operational the same shift?

Yes.

Drawing MP103 through MP108 indicate all FCU’s are model 3B. This appears to be incorrect when cross referenced with the schedule.

The fan coil units on the north façade (bottom of the sheets) should be tagged FC-3A.

On M501 Condensate lines are shown dumping directly into the sanitary line.

Is this acceptable?

Yes.

M501 detail showns new valves and piping connecting to existing right above the floor level. Are existing shutoff valves to be demoed? If so will the system need to be drained and filled back up nightly?

Existing shutoff valves at each CRAC unit are to be replaced. Two units can remain offline for as long as it takes to do the replacement. The six remaining CRAC units shall remain operational and are adequate to cool the data center.

Who is the original equipment manufacturer of the existing AHU’s being refurbished. What are the model and serial numbers?

Unknown.

Spec section 237313 provides information about parts that need to be replaced/repaired, but does not provide specific details. Please provide model #’s for the following: Fan motor/VFD, Coils, Dampers, Energy

Recovery wheels and motors. Is there paint information for inside and outside AHU.

Model numbers for existing AHU compopnents are not avaialble. Paint shall be interior, institutional, low odor/VOC, water-based, latex paint, appropriate for substrate. Primer shall be approved per MPI #107 or #134. Intermediate coat and topcoat shall be approved per MPI #144.

M503 indicates demo of existing control box while M1701 indicates existing field mounted controller at each FCU. Please advise.

The control box indicated in the details does not contain the existing Andover controller indicated for reuse on drawing MI701. The existing Andover controller is mounted separately inside of the metal FCU enclosure.

Are any of the Air Handlers redundant? Certain components such as the energy recovery units may take some time to remove and replace. Can the units be left out of operation for more than a day?

There are no redundant AHUs in the Penthouse. Each AHU must be capable of delivering air each day, therefore, as in the case with the enthalpy wheel, the contractor shall plan removal during one nightshift, and temporarily button-up the unit for operation using sheet metal, plywood or other means. Reinstallation of the wheel can take place on an alternate night.

Are energy recovery wheels by Airxchange an acceptable manufacturer?

A. Heat Wheels:

1. Rotor: Aluminum, segmented wheel, strengthened with radial spokes, with nontoxic, noncorrosive, silica-gel desiccant coating. Construct media for passing maximum -micrometer solids. Airxchange provides a synthetic media that matches or exceeds the thermal characteristics of a metal substrate. The Desiccant is Silica Gel and is mechanically bonded to the substrate through a proprietary process. It will never wash or corrode off.

Airxchange wheels are the only truly segmented wheels on the market the allow for routine removal and cleaning outside of the air handler cabinet.

2. Drive: Fractional horsepower motor and gear reducer, with speed changed by variable frequency controller, and self-adjusting multilink belt around outside of rotor. Airxchange motor doesn’t have a gearbox. It is

Inverter rated for use with a drive. Airxchange uses a multilink belt

3. Bearings: Greasable, pillow block type. Airxchange uses permanently lubricated bearings L-10 200,000 hours
