SECTION 011000 – SUMMARY
PART 1 - GENERAL
1.1 PROJECT INFORMATION
A. Project Name and Location: Mid-Atlantic Social Security Center (MATSSC) HVAC Improvement Project, 300 Spring Garden Street, Philadelphia PA 19123.
B. Project Summary Description: The Work of this project generally includes, but is not limited to, the following:
1. Replace eight (8), twelve-ton, chilled water computer-room air conditioning (CRAC) units located within the second floor data center. The new CRAC units shall be integrated into the facility's existing building automation system.
2. Replace three-hundred (300) existing two-pipe fan coil units serving the north perimeter zones of the building, including all horizontal condensate drain lines associated with these units. Replace all pipe insulation on horizontal piping serving these units located in the ceiling/soffit cavity below.
3. Repair/replace various internal components of four (4) existing air handling units, including, but not limited to:
a. Fan motors and variable speed drives.
b. Heat recovery wheels and drive components.
c. Cooling coils.
d. Run-around coils.
e. Dampers.
4. Replace fourteen (14) existing pipe expansion compensators in the hydronic pipe risers located within the four existing service shafts of the building.
5. Replace three-hundred (300) existing four-pipe fan coil units serving the south perimeter zones of the building, including all horizontal condensate drain lines associated with these units. Replace all pipe insulation on horizontal piping serving these units located in the ceiling/soffit cavity below.
6. Replace all pipe insulation on most of the hydronic pipe risers and horizontal run-outs located within the four existing service shafts of the building.
C. Architect/Engineer: The terms Architect and Engineer refer to the project designer. The Architect/Engineer's status relative to the construction project will be stated in writing by the Contracting Officer prior to the pre-construction conference. The project was

D. Project Delivery Method: Traditional.
E. Project Duration: 540 calendar days.
F. Construction Manager as Advisor (CMa): The CMa's status relative to the construction will be stated in writing by the Contracting Officer prior to the pre-construction conference.
The CMa is: AECOM .

1.2 MISCELLANEOUS PROVISIONS
A. Work in existing facilities shall correspond in all respects with the existing conditions to which it connects, or to similar existing conditions, in materials, workmanship and finish.
B. Alterations to Existing Conditions: Existing conditions shall be cut, drilled, removed, temporarily removed, or removed and replaced, as necessary for performance of Work under the Contract. Work out of alignment where exposed by removal of existing work shall be called to the attention of GSA. Necessary corrective work shall be as directed.
1. Replacements of existing conditions that are removed shall match similar existing conditions.
2. Unless otherwise indicated, existing structural members shall not be cut or altered without authorization by the Contracting Officer.
3. Conditions remaining in place, which are damaged or defaced during the Work, shall be restored to the condition existing at time of award of Contract.
4. Discolored or unfinished surfaces exposed by removal of existing conditions, that are indicated to be final exposed surfaces, shall be refinished or replaced as necessary to produce uniform and harmonious contiguous surfaces.
C. Existing structures will remain in place.
D. Existing utility services with related meters and equipment will remain in place.
E. Removed items indicated to remain the property of the Government shall be stored on site where directed by the Contracting Officer.

F. Both asbestos containing materials (ACM) and lead based paint are present within the facility and will be affected by the project. Refer to Division 02 Specifications for hazardous materials abatement procedures.

GENERALPART 1 -
CONTRACTOR USE OF PREMISE.1.1
The Contractor will review and document the existing conditions surrounding the projectA.
premises. Provide documentation to the Government prior to the commencement of any construction activity.
The Contractor shall limit use of the premises to the work in areas indicated, and to allowB.
for Government occupancy and public use.
Confine operations at the site to areas indicated. Do not disturb portions of the site1.
beyond the areas in which Work is indicated.
Keep driveways and entrances serving the premises clear and available at all times2.
to the Government, Government employees and to visitors. Do not use these areas for parking or storage of materials.
Schedule deliveries to minimize space and time requirements for storage of3.
material and equipment on site.
Maintain existing building in a safe and weather-tight condition throughout the4.
construction period. Repair damage caused by construction operations to the satisfaction of the government. Take precautions to protect the building, its occupants and the public during the construction period. A representative of the Contractor shall be available to arrive on site within one (1) hour of notice should an emergency occur.
Keep public areas, such as hallways, stairs, lobbies and toilet rooms, free from5.
accumulation of waste material, rubbish, construction debris and construction materials.
Space on the premises will be made available for the Contractor's storage and6.
related activities, provided that its use will not interfere with operations of the Government. Arrange and gain approval for use of this space through the Contracting Officer.
Use of the existing loading dock facilities will be shared with Government activities7.
on a first-come-first-served, wait-your-turn basis. The loading dock is available for the delivery of materials, tools, and supplies between the hours of 7:00 a.m. to 5:00 p.m. weekdays.
Existing materials and equipment that are removed as part of the construction8.

Philadelphia, Pennsylvania 19123 Project # N1303544 property, shall become the property of the Contractor and shall be removed from the site. Storage or sale of excess salvageable materials and equipment is not permitted on site.
Pollution producing equipment shall not be located near air intakes where airborne9.
smoke or fumes could be drawn into the building. When not required for powering unloading operations, turn off engines when docked.
Smoking is not permitted in or around the building, see Facilities Management10.
Regulation (FMR) Case 2008-102—3. Also see Code of Federal Regulations (CFR) 41 CFR Part 102-74.
No parking will be available on site during working hours for building occupants.11.
The Contractor and Contractor's employees shall make their own arrangements for vehicle parking off site.
Cell Phones: Contractor is to provide company cell phone during this contract. All12.
cell phones to be “on vibrate” at all times. If a telephone begins audibly ringing, the building guards will take the cell phone and hold until the end of the working day prior to the contractor leaving the property. Cell phones are only permitted in construction area and contractor’s office space.
No apparatus with an open flame is allowed to be used within the facility without the13.
prior receipt of a burn permit. Contact the Field Office to obtain burn permits. Burn permits are required for each separate occurrence.
Permits: Refer to FAR 52.236-714.
The work shall be sequenced to minimize disruption to building occupants, visitors,15.
and maintenance activities. To the greatest extent feasible, demolition work should not take place until supplies are on hand to perform new work.
Coordinate with the GSA Building Manager and the COR for site access.16.
Coordinate with the GSA Building Manager and the COR on correct response17.
procedures for any building system alarms occurring during or resulting from the construction process.
All building systems outside the immediate construction area shall be kept fully18.
operational during normal working hours.

GOVERNMENT OCCUPANCY1.2
The Government will occupy the site and the existing building during the entire period ofA.
construction. Cooperate with the Government's representatives during construction operations to minimize conflicts, mitigate noise, and facilitate Government usage.
Perform the Work in a manner that does not interfere with the Government's operations.
The Government reserves the right to occupy, place, and install equipment in completedB.

Prior to partial Government occupancy, mechanical and electrical systems for the1.
space shall be fully operational, and required inspections and tests shall be successfully completed. Upon occupancy, the Government will operate and maintain mechanical and electrical systems serving the occupied portions of the building.
Upon occupancy, the Government will assume responsibility for maintenance and2.
custodial service for the occupied portions of the building.

Government Occupied Hours: Government personnel are scheduled to occupy theA.
