About this opportunity

The Federal Aviation Administration seeks qualified contractors to perform materials compatibility laboratory test and evaluation services supporting the Piston Aviation Fuels Initiative (PAFI) and Eliminate Aviation Gasoline Lead Emissions (EAGLE) programs, with proposals due July 31, 2026, at 1500 hours ET (extended by Amendment 0003 from the original June 18 deadline to allow incorporation of the Materials Test Matrix). This is a full and open competition.

Place of performance is Atlantic City, New Jersey. The NAICS code is 541380, Testing Laboratories and Services, with a size standard of $19 million. The FAA contemplates award of a hybrid contract type: Firm Fixed Price for non-severable services and Labor Hours for severable services. The period of performance runs from July 1, 2026, to June 30, 2028.

Testing encompasses 16 material categories including fuel-wetted metals, non-metals, paint systems, polysulfide sealants, fabric systems, elastomers, hoses, fuel bladders, composites, filters, and vendor-supplied materials, plus comparative rig testing for cold flow operability, storage stability, freezer compatibility, dynamic diaphragm operability, and sump drain valve performance. All testing uses baseline 100LL aviation gasoline with unleaded candidate fuels (G100UL and UL100E) provided by the FAA at no cost. The contractor provides all other test fluids, materials, and fuel disposal. Testing must be conducted per PAFI test plans MTP-002, RTP-001, RTP-004, RTP-005, RTP-009, and RTP-010, with FAA-designated representatives witnessing all work. The contractor must execute a post-award conference within 14 calendar days, provide weekly videoconferences or monthly written reports, and submit comprehensive monthly status reports within seven days of month-end. Test data is due within seven days of completion; draft final reports within 30 days of conclusion; revised final reports within 20 days of FAA comment receipt.

Evaluation criteria include technical approach, past performance (requiring at least two customer satisfaction surveys), and key personnel qualifications. The Project Lead must hold a PhD in a relevant scientific field with minimum 20 years of research experience including at least 10 in materials research and 7 in a lead role. The Senior Researcher must hold a Master's degree with 15 years of research experience including at least 7 in materials research. Award goes to the lowest priced, technically acceptable offer. Questions were due May 29 (closed); Amendment 0001 provided Q&A responses, and Amendment 0002 provided the Materials Test Matrix.
