1.0 Introduction

1.1 Objective

The objective of this contract is to obtain materials compatibility laboratory test and evaluation services related technical expertise to assist the FAA Piston Aviation Fuels Initiative (PAFI) and the Eliminate Aviation Gasoline Lead Emissions (EAGLE) programs.

1.2 Background

The Federal Aviation Administration Aviation Research Division is the primary research organization supporting the FAA’s PAFI and EAGLE programs. These programs lead the FAA’s research efforts to identify and authorize unleaded fuel replacements for current 100 octane low lead (100LL) aviation gasoline, the only remaining transportation fuel in the US that contains lead additives. In the 2024 FAA Reauthorization Act, Congress has set a goal for the FAA to transition industry to lead-free aviation fuels for piston-engine aircraft, by the end of 2030, without adversely affecting the safety of the existing fleet. The efforts under this contract are one part of a comprehensive evaluation effort being conducted by the FAA and its Industry partners on unleaded fuel candidates to achieve the agencies’ objectives and Congressional goals.

2.0 Scope

Except as noted under paragraph 9.0 Government Furnished Information, Facilities, and Equipment, the contractor must provide all necessary technical, engineering, operations, administrative, and other support, as well as all facilities, equipment, materials, and supplies required to perform materials compatibility test and evaluation of unleaded candidate fuel in accordance with this Statement of Work and accompanying documents.

Because of the highly sensitive nature of this research, Contractors must be prepared to abide by the specific intellectual property requirements specified herein. Furthermore, the FAA may use the services of other contractors, consultants and/or industry representatives to assist in these efforts.

All personnel involved in supporting or assisting in this effort will be similarly required to abide by the same requirements.

3.0 Requirements

3.1 Program Management

3.1.1 Post-Award Conference.

The Contractor must participate in a virtual post-award conference that will be held within fourteen

(14) calendar days after award. The purpose of the conference is to aid both Contractor and the Government in achieving a clear and mutual understanding of all requirements and to identify and resolve potential issues ahead of time.

The FAA is responsible for establishing the time and place of the conference and will notify the Contractor. The Contracting Officer Representative (COR) will act as the chairperson at the conference or will provide a designee. The chairperson of the conference will be responsible for the conduct of the meeting.
