Amendment of Solicitation/Modification of Contract Summary
This is an Amendment of Solicitation (Amendment 0001) issued by the Federal Aviation Administration's Regional Acquisitions office in Fort Worth, Texas for solicitation 697DCK-26-R-00186. The amendment provides official responses to five questions submitted by offerors and extends the proposal due date from June 18, 2026 to July 17, 2026 at 1500 hours Eastern Time. The amendment is effective May 18, 2026.
The Q&A responses clarify key proposal requirements: (1) submission of two Customer Satisfaction Surveys is acceptable for responsiveness, with the intent of distributing more than three surveys to ensure receipt of the minimum of two; (2) university research grants, contracts, or cooperative agreements may be used as relevant past experience if comparable in scope and magnitude to the testing under solicitation; (3) all Contract Line Item Numbers (CLINs) must contain pricing information even if subcontracting or external vendors are used; (4) the proposal due date extension to July 17th has been approved; and (5) referenced PAFI documents (PAFI Materials Test Plan, PAFI-RTP-001 through PAFI-RTP-010, and the PAFI Non-Disclosure Agreement) are now contained within the contract supporting files on SAM. All other terms and conditions of the original solicitation remain unchanged and in full force and effect.

1. Please clarify whether two or three Customer Satisfaction Surveys are required for responsiveness, given the language in Section L and Section M. Response:
Submission of two Customer Satisfaction Surveys is acceptable to resolve the inconsistency.

The intent of distributing more than three surveys is to ensure the minimum of two Customer
Satisfaction Surveys are received.
2. Please confirm whether university research grants, contracts, or cooperative agreements may be used as relevant past experience if they involved comparable materials testing, fuel systems, compatibility evaluation, or test-rig development.
Response:
This is acceptable as long as the research grants, contracts, or cooperative agreements are relative in terms of scope and magnitude to the testing under solicitation.
3. Please confirm whether all CLINs must be priced even if subcontracted facilities or external vendors for selected specialized rig tests.
Response:
Yes, all CLINs must contain pricing information even if subcontracting or external vendors are used.
4. In addition, I would like to respectfully ask whether FAA would consider extending the proposal due date, currently June 18, 2026, by approximately one month.
