About this opportunity
The Maryland Army National Guard seeks contract medical provider services to perform medical readiness examinations, with proposals due September 10, 2026. This is a competitive 8(a) set-aside open only to SBA-certified small businesses.
Performance is required at two Maryland military installations: Camp Fretterd Military Reservation (Reisterstown) and the Flight Surgeon's Clinic (Edgewood), scheduled typically for two days weekly at CFMR and one day at Edgewood, Tuesday through Friday, 0800–1630 hours (30-minute unpaid lunch daily), excluding recognized federal holidays and the blackout period December 24, 2026 through January 4, 2027. The period of performance is one base year from September 30, 2026 through September 29, 2027.
The contractor must provide one licensed medical provider (MD, DO, NP, or PA with an active, unrestricted Maryland State License) with a minimum three years of clinical experience working with military populations, active Basic Life Support certification, and a current Common Access Card prior to commencing duties. Military service alone does not satisfy the three-year requirement; acceptable experience includes clinical practice at military treatment facilities, VA facilities, or under DoD/VA contracts serving active duty, National Guard, Reserve, or veteran populations. The scope is limited to examinations and assessments—Periodic Health Assessments (PHA), Post-Deployment Health Assessments (PDHA), Post-Deployment Health Re-Assessments (PDHRA), and aviation/specialty school physicals—with no medical treatment authorized. Annual workload is approximately 2,000 medical examinations and clinical monitoring of 4,300 service members.
The incumbent contractor is FEMDEL LLC. Evaluation criteria include price, professional licensing and credentialing, and special qualifications. The NAICS code is 621399; PSC is Q403. Quotations must be valid for 30 days and submitted via email to Victor Mejia (victor.a.mejia4.civ@army.mil) or PIEE, and must include proposed provider resumes, up to three past-performance references for similar services within three years, and firm-fixed-price quotations. Contractors shall budget for 1,208 annual hours (excluding federal holidays and blackout period) when developing pricing.
