About this file

This is a Questions and Answers document for the Medical Provider Services FY26 solicitation.

The document clarifies key contracting details for medical provider services. There is an incumbent contractor (FEMDEL LLC) performing services under contract W912K625PA017. Offerors must submit resumes of proposed medical providers at the time of quotation submission and should review the ADDENDUM TO 52.212-1 from the combined synopsis solicitation for additional submission requirements. Medical providers must hold an active Maryland medical license and can be MD, DO, NP, or PA; no specialty requirements or medical treatment authorization exist. Approximately 20 Soldiers will be scheduled per clinic day. All medical personnel are protected under the Gonzalez Act (10 U.S.C. § 1089), and contractors should not expect reimbursement for additional malpractice or liability coverage beyond this protection. Government ID is required for installation access and duty performance but only after contract award, not at submission. The correct work schedule is Tuesday, Wednesday, and Friday from 0800-1600 hours, totaling 1,208 annual hours for the base contract calculation. This figure excludes the eleven recognized federal holidays identified in PWS Section 1.4.2 and the December 24, 2026 through January 4, 2027 blackout period. Offerors should use the 1,208 annual hours figure for developing firm fixed-price quotations.

Questions & Answers Medical Provider Services FY26

1. 0We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services.

Answer: There is an incumbent contractor performing this service.

If not brand new, could you please provide the current / previous contract number?

Contract number: W912K625PA017, Awarded to FEMDEL LLC

2. Could you please confirm the appropriate process for submitting our quotation and advise whether there are any additional documents, amendments, attachments, credential requirements, or representations that should accompany our submission?

Resumes. Resumes of proposed medical providers are required at the time of the submission.

Carefully read the ADDENDUM TO 52.212-1 from combined synopsis solicitation for more details.

3. We would also appreciate clarification regarding the required provider qualifications and specialties, anticipated volume of PHA/PDHA/PDHRA encounters, pricing format, malpractice/liability requirements, security or installation-access requirements, and whether the Government requires the proposed provider to be identified and credentialed at the time the quotation is submitted.

Qualifications: The medical provider (MD, DO, NP, PA) will require an active Maryland medical license. There are no specialty requirements. No medical treatment is authorized.

Volume: Approximately 20 Soldiers will be scheduled per clinic day.

Malpractice/ Liability: All medical personnel are protected under Gonzalez Act (10 U.S.C. §

1089). Review the details of the Act and if the contractor or contractor employee feels they require any additional coverage, those costs will not be reimbursed.

Government ID is required under this contract for installation-access and to perform their duties.

However, it is only required after contract is awarded.

Resumes. Resumes of proposed medical providers are required at the time of the submission.

4. QUESTION- WORK SCHEDULE AND TOTAL ANNUAL HOURS

The RFQ and the attached PWS state different schedules:

- RFQ Section 2.1 states the provider shall work Tuesday, Wednesday, and Friday (three days per week), typically two days at CFMR and one day at Edgewood.

- PWS Section 1.4.1 states the provider shall work Tuesday through Friday (four days per

Questions & Answers Medical Provider Services FY26 week), typically three days at CFMR and one day at Edgewood.

Answer. Correction was made and PWS was updated and uploaded to Sam.gov. The correct clinic schedule is Tuesday, Wednesday and Friday from 0800-1600. I apologize for the confusion.

Using 0800-1630 less a 30-minute unpaid lunch (8.0 paid hours per day) and excluding the eleven recognized federal holidays in PWS Section 1.4.2 and the 24 December 2026 through 4 January 2027 blackout period, these produce 1,208 annual hours and 1,600 annual hours respectively.

Anwer. 1,208 annual hours for the base of the contract.

Please confirm which schedule and which total annual hour count the Government intends offerors to use for the firm fixed-price quote.
