About this file
This is a Questions and Answers document clarifying the scope of the "Military Populations" experience requirement for a Request for Quote (RFQ).
The Government clarified that the three-year minimum experience requirement as a medical provider working directly with military populations can be satisfied through multiple pathways. Acceptable experience includes: clinical practice as a licensed provider serving active duty, National Guard, or Reserve Service Members; clinical practice at a military treatment facility as either a Government employee or contractor; clinical practice within the Veterans Health Administration serving the veteran population; clinical practice under a Department of Defense or Department of Veterans Affairs contract; and military service in an enlisted medical role such as a Healthcare Specialist or Corpsman completed prior to licensure as a provider. The Government emphasized that military service itself is not required; rather, candidates must have worked with the military population in a medical capacity as a civilian or contractor at a military treatment facility, VA facility, or standalone military medical clinic. The rationale for this requirement stems from the medical provider's responsibility to make critical decisions regarding Soldier mobilization to austere environments with limited medical access, and the need to understand the operational impact of medical evacuation on mission readiness and team safety. The Government acknowledged that medic and corpsman experience is particularly valuable due to their close working relationship with medical providers.

QUESTION 5 - SCOPE OF THE "MILITARY POPULATIONS" EXPERIENCE REQUIREMENT
RFQ Section 3.2 requires a "minimum of three (3) years of experience as a medical provider working directly with military populations." PWS Section 5.1.2 states the same requirement. RFQ Section 5.1.d further directs offerors to submit resumes "proving compliance with the 3-year military clinical experience requirement," and
RFQ Section 5.2 identifies the Section 3.2 Special Qualifications as an evaluation factor.
So that offerors apply a consistent standard, please clarify which of the following settings the Government considers to satisfy the three-year requirement:
(a) Clinical practice as a licensed provider serving active duty, National Guard, or Reserve Service Members;
(b) Clinical practice as a licensed provider at a military treatment facility, whether as a Government employee or a contractor;
(c) Clinical practice as a licensed provider within the Veterans Health Administration, serving the veteran population;
(d) Clinical practice as a licensed provider under a Department of Defense or Department of Veterans Affairs contract; and
(e) Military service in an enlisted medical role, such as a Healthcare Specialist or Corpsman, completed prior to licensure as a provider.
Anwers: Experience with Military Population. The background: experience with the military population is required, because the medical provider will be making medical decision if a Soldier should mobilize to austere environments where they do not have access to medical care.
Additionally, the medical provider needs to understand, or have awareness, that medical evacuation of a Soldier can put the entire medical evacuation team at risk, and the mission could be in jeopardy if a single unit member is not able to perform their job. If a medical provider has never worked with the unique circumstances of the military, I am concerned they may not understand the gravity of the situation.
As for your statements above, we will not require the medical provider to have served in the military but have worked with the military population, in a medical capacity, as a civilian or contractor at the military treatment facility, VA facility or standalone military medical clinic. As for statemente, any medic or corpsman’s experience will count. Our medics work closely with the medical provider and I know the experience in that role is extremely valuable.
