Place of performance is Homer, Alaska. The base requirement covers a complete Seabird Theater exhibit upgrade including a 3–5 minute HD film emphasizing refuge seabirds, with completion by March 31, 2028. The project spans five phases from fall 2026 through spring 2028, encompassing concept design, final design, filming plan development, and full production and installation. The contractor must provide ADA-accessible design and multi-sensory interactive elements suitable for heavy visitor use in an indoor setting. Production is anticipated to represent 65–75% of total contract price. Optional line items include additional film, presenter mode capability, interactive video components, and surround sound.
