About this opportunity

The Federal Aviation Administration (FAA) is conducting a market survey to assess industry capabilities for producing ARSR-4 Data Extraction Assembly Modification Kits. The procurement seeks vendors capable of manufacturing 44 modification kits (PN: 110.1030), 53 data extraction assemblies (PN: 110.1029), and associated spare components including CF Card Readers, power cables, and adapters. Interested vendors must submit a comprehensive capability statement that details their business history, previous similar contracts, technical experience, and proof of System for Award Management (SAM) registration by January 27, 2025, at 5:00 PM CST. The market survey will inform the FAA's acquisition strategy, with the potential for either a full and open competition or a set-aside procurement for small businesses, service-disabled veteran-owned small businesses, or 8(a) certified firms. Responses must be electronically submitted to scott.roberson@faa.gov, with the subject line specifying "MARKET SURVEY RESPONSE: ARSR-4 Data Extraction Assembly Modification Kits".

The procurement falls under NAICS code 334511 for Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing, with a small business size standard of 1,350 employees. While no specific award value is mentioned, the scope involves procuring and manufacturing technical electronic components for the FAA Logistics Center in Oklahoma City. The FAA has not predetermined the competitive approach, leaving open the possibility of multiple contract award types. Vendors with 8(a) certification are required to include a copy of their SBA certification letter, and all submissions must be marked proprietary if containing sensitive information. The market survey is explicitly informational, with the FAA stating that no compensation will be provided for response preparation and that this is not a request for proposal or screening information request.
