About this opportunity
The Department of the Air Force's Materiel Command Lifecycle Management Center at Robins Air Force Base (AFLCMC Robins AFB) is conducting market research through a Request for Information for F-15 Universal Data Transfer Module Reader (UDTMR) Retrofit Kits, with responses due December 10, 2026. The notice uses no set-aside, and it states no sole-source intent. The Government seeks sources to manufacture, assemble, test, and deliver approximately 30 to 40 kits that replace the legacy Data Transfer Module Reader, whose SCSI interface is incompatible with Windows 11. Kit scope includes fabricated circuit card assemblies (populated or bare-board with bill of materials components), custom wiring harnesses, machined or punched interface backplates, and USB adapter cabling (Micro-USB and/or USB-C). The requirement is a High-Priority Fleet Need with delivery required within three to five months after award. The Government has a complete Technical Data Package and three evaluated functional prototypes.
Contractor personnel must hold active Common Access Cards and existing authorization to access the Government network and Fully Automated Debrief System at Robins AFB, GA or Eglin AFB, FL to conduct acceptance testing at contract award. The capability survey requests evidence of IPC-A-610, J-STD-001, ISO 9001:2015, and AS9100D adherence, counterfeit mitigation under DFARS 252.246-7007 and AS5553, ESD packaging compliance under MIL-STD-2073-1 and MIL-STD-129, firmware programming experience, and production capability for 60-90 day delivery. Respondents should also address component supply chain resilience, USB interface transition experience, commerciality, GSA or DoD IDIQ vehicle availability, and warranty terms.
Participation is voluntary, does not ensure participation in future solicitations, and carries no Government reimbursement. Responses go to William Durden (william.durden.2@us.af.mil) and Ebony Walker-Simpson (ebony.walker-simpson@us.af.mil).

The Government is conducting market research to identify potential commercial and non-commercial sources that possess the expertise, capabilities, and capacity to manufacture, assemble, test, and deliver Universal Data Transfer Module Reader (UDTMR) Retrofit Kits for the United States Air Force (USAF) F-15 fleet.
