About this opportunity

The Department of Agriculture Forest Service seeks rehabilitation of Beaver Lake Dam at Mark Twain National Forest, with proposals due July 20, 2026, and questions due June 29. The procurement is a total small business set-aside under NAICS 237310 with a $45 million size standard.

Place of performance is Rolla, Missouri (Butler County, Poplar Bluff Ranger District). The work includes water level draw-down improvements, clearing and grubbing, excavation and removal of an existing 15-inch corrugated metal pipe overflow conduit and appurtenances, and spillway erosion repair with Class 3 riprap (400 cubic yards minimum). The base bid requires removal of structures and remediation of undermining caused by the existing conduit and 24-inch vault. Two optional bid items are available: OBI-1 for installation of a 30-inch reinforced concrete pressure pipe level control pipe within the spillway; OBI-2 for a 30-inch RCPP level control system with an 18-inch RCPP and sluice gate drawdown structure through the dam embankment.

Performance runs from July 30, 2026, through December 31, 2026. The contract awards on a firm fixed-price basis to the responsible offeror providing best value. A mandatory site visit is scheduled for May 28, 2026, at 11:00 AM CST (contact Rachel Uetrecht, 573-308-5798). Technical proposals must address relevant past performance (minimum three federal references), technical approach including work description and schedule, and experience and qualifications of the company and key personnel. Quotes remain valid for 60 calendar days. No liquidated damages clause applies. Contracting Officer is Thomas Tran (thomas.tran2@usda.gov). PSC code is Z1LB. Updated Questions and Answers documents issued July 9 and July 14 clarify pipe joint specifications, acceptable alternatives to poured-in-place construction, and waterproofing requirements.
