About this file

This is a Questions and Answers addendum to Solicitation 12363N26Q4161 for the Mark Twain National Forest Beaver Lake Dam Rehabilitation project, issued by the Department of Agriculture Forest Service. The addendum addresses five contractor inquiries regarding low-pressure reinforced concrete pipe (RCP) specifications and installation requirements for the project.

Key technical clarifications include: hydrostatic head pressure requirements are specified in Supplemental Specifications 610.02 and ASTM C361-22; steel spigot and bell ring designs are replaced by C361 Low Pressure Reinforced Concrete Pipe with Confined Concrete Joint Face per Plan Sheet C-07; internal waterproofing is not required unless the manufacturer recommends it to meet pressure and durability requirements; pipe joint lengths of 8 feet are acceptable as an alternative to 10 feet; and exterior joint sealing compound shall follow the pipe manufacturer's recommendation, typically using hydraulic non-shrink mortar cement, with associated costs considered incidental to the pipe installation process rather than a separate post-installation item. These clarifications establish the technical standards and material specifications contractors must follow for the conduit work related to water level draw-down and spillway repair components of the rehabilitation project.

1.How much Hydrostatic Head Pressure is required on this Low Pressure Pipe ?
a.Per Supplemental Specifications 610.02, in accordance with ASTM C361-22.
2.Is there a Steel Spigot and Bell Ring design that we can view ? Do you have a supplier for the pipe? This is different from what our local suppliers usually build.
a.Plan Sheet C-07 – C361 Low Pressure Reinforced Concrete Pipe with Confined Concrete Joint Face shall be utilized in lieu of the steel bell and spigot rings.
3.Does the Low Pressure Pipe require any Internal Waterproofing ?
a.Not unless manufacturer recommends as process to obtain required pressure and durability requirements.
4.According to the RCP Joint Notes on Sheet C-07, the Pipe Joint length can be 8’ instead of the 10’ . Is that your opinion also?
a.8’ lengths are acceptable.
5.What material is the Exterior Joint Sealing Compound or do you have that calculated in your figures since that material will be after installation?
a.Shall be per pipe manufacturer’s recommendation, typically a hydraulic non-shrink mortar cement. Joint sealing is part of the installation process, not after installation. Costs are incidental to pipe installation.
