Update #8 ·

MARINE SERVICES TO SUPPORT NDBC'S OCEAN OBSERVATION SYSTEM OF STYEMS SOLICITATION EA-133W-15-RQ-0621 AMENDMENT 0004 "RAMP-ON" OPPORTUNITY
The Global Class Vessel Basic Ordering Agreement (BOA) solicitation was originally solicited under solicitation number EA-133W-15-RQ-0621 as a "Full and Open Competition" and three subsequent amendments were issued. BOA Master Contracts were awarded to four (4) small businesses and one (1) large business for a ten (10) year ordering period.

The Regional Class Vessel Basic Ordering Agreement (BOA) solicitation was originally solicited under solicitation number EA- 133W-15-RQ-0621 as a "100% Total Small Business Set-Aside" and three subsequent amendments were issued. BOA Master Contracts were awarded to five (5) small businesses for a ten (10) year ordering period.

The purpose of re-soliciting these two (2) vessel requirements is to conduct an open season "on-ramp" to provide vessel companies an opportunity to participate in this competitive Basic Ordering Agreement (BOA) for vessel services (Regional Vessel Class and Global Vessel Class) in accordance with original synopsis, posted on FBO.gov, June 10, 2015. The Government anticipates issuing an "on-ramp" solicitation for additional BOA holders on at least an annual basis. These "on- ramp" procedures will promote competition and allow for newly interested and qualified Vendors to receive a BOA contract. The Government reserves the right to "off-ramp" BOA holders at any time should they fail to adequately perform under any orders issued against the BOAs or fail to maintain a qualified vessel meeting NDBC's specifications.

An "on-ramp" solicitation is a result of the provisions established in the original solicitation and is issued as a solicitation amendment to the original solicitation. The terms and conditions of the original solicitation require that the award decision under the open season "on-ramp" solicitation is based upon substantially the same evaluation factors/sub-factors as the original solicitation. (See Section A, Paragraph 6, of the solicitation, titled, BASIC ORDERING AGREEMENT SOLICITATION FOR THE NATIONAL DATA BUOY CENTER'S MARINE SERVICES REQUIREMENT).

Additionally, the terms and conditions of the original solicitation require that the terms and conditions of any resulting awards are materially identical to the existing version of solicitation EA133W-15-RQ-0621. Accordingly, while the Government will entertain questions and industry input regarding the "on-ramp" solicitation amendment, the Government anticipates very little change as a result from this input, especially as it regards any potential changes to the evaluation factors or resulting terms and conditions.

The "On-Ramp" solicitation Amendment 0004 is for the following vessel classes in accordance with the Statement of Work, dated June 16, 2015:

(1) Global Class Vessel Basic Ordering Agreement (BOA) solicitation number EA-133W-15- RQ-0621 as a "Full and Open Competition" through Amendment No. 0004;

(2) Regional Class Vessel Basic Ordering Agreement (BOA) solicitation number EA-133W- 15-RQ-0621 as a "100% Total Small Business Set-Aside" through Amendment No.0004.

The North American Industry Classification Code System (NAICS) code for this procurement is 483111 with a size standard of 500 employees. For information concerning this acquisition, please forward inquiries via e-mail to:

The solicitation for the Global Vessel Class and Regional Vessel Class is located on:

https://www.fbo.gov/spg/DOC/NOAA/EASC/EA-133W-15-RQ-0621/listing.html

A. The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS) National Data Buoy Center (NDBC), has a requirement to provide Marine Services to support Scheduled/Unscheduled Maintenance for the NDBC's Ocean Observation System of Systems (NOOSS).

The NDBC, a part of the NOAA's NWS, operates and quality controls data from stations, 55 Tropical Atmosphere Ocean (TAO), and 39 Deep-Ocean Reporting and Assessment of Tsunamis (DART®) stations. NDBC monitors and distributes environmental data from more than 570 partner stations such as, Integrated Ocean Observing System (IOOS) (approximately 300 stations) , National Ocean Service (NOS) (approximately 200 stations), and Minerals Management Service (MMS) stations (approximately 70 stations) in addition to the NDBC-operated moored buoy and C-MAN stations. These stations acquire environmental data used primarily for preparing weather warnings, analyses, and forecasts. Buoys are also used to provide ground-truth measurements for space-based observation platforms and to establish long-term environmental records for engineering applications, climate research, and air-sea interaction studies. NDBC has developed the capability to make a variety of measurements, including Atmospheric pressure; wind direction, speed, and gust; air and water temperature; wave energy spectra (non-directional and directional); water-column height (Tsunami Detection); relative humidity; ocean current velocity; precipitation; salinity; solar radiation; visibility; water level and water quality.

The NDBC, IOOS, NOS, and MMS network is comprised of sites offshore and along most of the U.S. coastline, including Alaska, Hawaii, and the Great Lakes. The importance of accurate data from these stations cannot be over emphasized. The maritime community has come to rely on the data for the safe conduct of operations, and the network often provides the only real-time measurements available from remote, data sparse areas.

NDBC manages the development, deployment, operations, and maintenance of stations and platforms that comprise the NOOSS. Most NOOSS components are deployed in harsh marine environments and require scheduled service visits for repairs to its components. In some instances, rapid discrepancy visits are required to effect repairs for outages deemed critical to the safety of the general public or the marine industry.

The NOAA EAD anticipates establishing multiple Basic Ordering Agreements (BOA) within two (2) vessel classes: Global Vessel Class (Attachment 1) and Regional Vessel Class (Attachment 2). The Global Vessel Class is solicited on an unrestricted basis and the Regional Vessel Class is set-aside 100% for small business concerns.

The resulting BOAs will have a 10-year ordering period. In addition, the Government anticipates issuing an "on-ramp" solicitation for additional BOA holders on an annual basis. The solicitation will be preceded by a "Pre-Solicitation Notice" posted on Federal Business Opportunities (FBO) (FEDBIZZOPS) to help the Contracting Officer determine if potential additional BOA contractor sources exist.

It is anticipated the BOAs resulting from the on-ramp solicitation(s) will have an ordering period concurrent with the initial BOA holders. These on-ramp procedures will promote competition and allow for newly interested and qualified vendors to receive a BOA. The Government reserves the right to off-ramp BOA holders, at any time, should they fail to adequately perform under any orders issued against the BOAs or fail to maintain a qualified vessel meeting NDBC's specifications.

Orders will be competed among the BOA holders for a particular vessel class. These orders are subject to a small business review that will allow for set-aside to small business or other socio-economic status vendors if it is determined to be in the Governments best interest.

B. It is anticipated that Firm-Fixed-Price Operational Day Rate Orders will be issued under the resultant BOAs. These orders will also have a cost-reimbursement line item for Other Direct Costs (ODC). This price element will be determined at the time of each order and will have a space for the vendor to insert their Material and Handling Fee (% of the ODC CLIN).

C. In order to be considered for a BOA, your company must respond for a specific vessel class by a providing all the information required in sections

D and E of this document. Should your company want to be considered for multiple vessel classes a response must be received for all vessel classes for which you would like to be considered.

D. The following must be submitted for each vessel class for which you would like to be considered:
1. Name of Contractor
2. Contractor's Mailing Address
3. Contractor's Cage Code
4. Contractor's DUNS Number
5. Contractor's Federal Tax Identification Number
6. Contractor's Business Size Classification (including any socio-economic designations)
7. Contractor's Point of Contact
8. Point of Contact Telephone Number
9. Point of Contact Email Address
10. Completed Representations and Certifications as required by Federal Acquisition Regulation (FAR) 52.212-3 or updated in SAM.gov.

E. The following elements must be submitted for each vessel class for which you would like to be considered and will be used as a means to evaluate each response.

1. A statement accepting all terms and conditions as listed within the attached documents for a specific vessel class. (Global Vessel Class and/or Regional Vessel Class);

2. Each vendor shall submit vessel specifications displaying how each vessel proposed meets or exceeds the specifications listed for that particular vessel class as described in the Statement of Work (SOW)

3. Past performance will be used as a means of evaluating the relative capability of the Vendor to successfully meet the requirements of this solicitation. Vendors are required to provide information on no more than five (5) of the firm's most recently completed contracts/orders (not to exceed five (5) years since completion) for like or similar work. Vendors may submit performance data regarding current contract performance as long as a minimum of one year of performance has been completed as of the closing date of this solicitation.

4. Each Vendor shall submit, in writing, information on past performance (Attachment 3). Vendors shall provide a detailed explanation demonstrating the relevance of the contract/order to the requirements of the solicitation. If CPARS is selected as the method for Past Performance no other form needs to be filled out for that reference. If Past Performance Questionnaire is selected as the method, the Vendor is required to send Attachment 3, Past Performance Questionnaire, to those government and commercial activities provided by the Vendor's in their submission. The information shall be completed by the references who will then forward the completed questionnaires:

5. The Government will not accept Questionnaires directly from the vendors, only Questionnaires Submitted on time and from vendor's references will be accepted.

6. The Government will conduct a past performance evaluation based upon the past performance of the Vendor as it relates to the probability of vendor to provide the Government with quality service as covered within the solicitation.

7. Vendors are cautioned that the Government reserves the right to obtain information for use in the evaluation of past performance from any sources including sources outside of the Government. The Government will obtain whatever information it deems most relevant to the required effort by telephonic and/or written inquiry. This information may include Contractor Performance Assessment Reporting Systems (CPARS) or past performance information from any source.

8. The burden of providing thorough, complete, and relevant past performance information rests with the vendor. Any Past Performance Risk Assessment Questionnaire(s) received at the Government office designated herein after the exact time specified for receipt of past performance information is "late" and may not be considered for evaluation. Failure to submit the completed Performance Risk Assessment Questionnaire(s) shall be considered certification (by signature on the submission) that the contractor has no past performance for like or similar items for the Government to evaluate.

9. Vendors lacking relevant past performance history, or for whom past performance information is either not available or has not been submitted to the Government, will receive a neutral rating for past performance. A neutral rating will not be evaluated favorably or unfavorably. However, the submission with no relevant past performance history, while rated neutral in past performance, may not represent the most advantageous submission to the Government and thus, may be an unsuccessful submission when compared to the submissions of other Vendors having an satisfactory (or better) past performance.

F. NOAA will select, for award of a BOA within a specific vessel class, all Vendors which agree to the terms and conditions as listed within the attached document for a specific vessel class, who has a vessel(s) which meets or exceeds the specification listed for a specific vessel class, and who receives a past performance rating of satisfactory or better.

G. NOAA reserves the right to consider quotes received after the submission deadline at our discretion.

H. Any prospective vendor may contact the Contract Specialist while preparing a response to obtain a clarification of our solicitation or other information needed to prepare a response. NOAA will provide pertinent information in that regard to other vendors, as appropriate. Please send questions to:

Kurt C. Weilbaecher kurt.weilbaecher@noaa.gov
Contract Specialist
U.S. Department of Commerce/NOAA/ERAD

I. NOAA also reserves the right not to make any awards under the solicitation if it determines that to be in the best interests of the Government.

J. By submitting a response hereunder, the Vendor agrees as follows: Failure to complete and submit any of these required information and elements will result in elimination of a Vendor's response from all consideration in the competition because it prevents the Government from evaluating the response.

Complete responses should be sent to the following by the closing date and time as follows:

Regional Vessel Class:  June 10, 2019 (5:00 PM (Eastern Time))

Global Vessel Class: June 10, 2019 (5:00 PM (Eastern Time))

K. NOAA will notify all Vendors about the selection decision promptly after award of any BOA Master Contracts.

THIS IS A PRE-SOLICITATION NOTICE.  TO LOCATE THE SOLICITATION DOCUMENTS LINKED TO THIS PRE-SOLICIATION NOTICE YOU MUST GO TO THE ORIGINAL SOLICITATION NO. EA-133W-15-RQ-0621 LOCATED AT THE FOLLOWING FBO.GOV WEB LINK:

https://www.fbo.gov/spg/DOC/NOAA/EASC/EA-133W-15-RQ-0621/listing.html

The Global Class Vessel Basic Ordering Agreement (BOA) solicitation was originally solicited under solicitation number EA-133W-15-RQ-0621 as a Full and Open Competition and three subsequent amendments were issued. BOA’s were established with four (4) small businesses and one (1) large business for a ten (10) year ordering period.

The Regional Class Vessel BOA solicitation was originally solicited under solicitation number EA-133W-15-RQ-0621 as a 100% Total Small Business Set-Aside and three subsequent amendments were issued.  BOA’s were made to five (5) small businesses for a ten (10) year ordering period.

This pre-solicitation notice is for a re-opening of solicitation       EA-133W-15-RQ-0621 (Amendment No. 0003) in order to conduct an open season "on-ramp" in accordance with original synopsis, which states, “In addition, the Government anticipates issuing an 'on-ramp' solicitation for additional BOA holders on at least an annual basis. It is anticipated the BOAs resulting from the on-ramp solicitation will have an ordering period concurrent with the initial BOA holders. These 'on-ramp' procedures will promote competition and allow for newly interested and qualified Vendors to receive a BOA. The Government reserves the right to off-ramp BOA holders at any time should they fail to adequately perform under any orders issued against the BOAs or fail to maintain a qualified vessel meeting NDBC's specifications.

IMPORTANT NOTE: An “on-ramp” solicitation is not a new procurement and operates differently than the original pre-solicitation notice, posted to FBO.gov on July 20, 2015.  An “on-ramp” solicitation is a result of the provisions established in the original solicitation and is issued as a solicitation amendment to the original solicitation. The terms and conditions of the original solicitation require that the award decision under the open season “on-ramp”solicitation is based upon substantially the same evaluation factors/sub-factors as the original solicitation.              (See Section A, Paragraph 6, of the solicitation, titled, BASIC ORDERING AGREEMENT SOLICITATION FOR THE NATIONAL DATA BUOY CENTER’S MARINE SERVICES REQUIREMENT).

Additionally, the terms and conditions of the original solicitation require that the terms and conditions of any resulting awards are materially identical to the existing version of solicitation EA-133W-15-RQ-0621. Accordingly, while the Government will entertain questions and industry input regarding the on-ramp solicitation amendment, the Government anticipates very little change as a result from this input, especially as it regards any potential changes to the evaluation factors or resulting terms and conditions.

This pre-solicitation notice, in accordance with Federal Acquisition Regulation (FAR) 5.204, is posted by the Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS) National Data Buoy Center (NDBC) to announce the intention to issue a Request for Quote (RFQ) for:
