NDBC’s Marine Service Solicitation Questions and Responses
Vendor Question 1: What documentation are you looking for item 2.1.4.3 on the requirements matrix (Attachment 3 - Vessel Material Condition, Structural, Watertight Integrity)?
Government Response: A list of acceptable documents is in the SOW under paragraph 2.1.4.3.
Vendor Question 2: Same question on the Attachment 3 checklist on “Hull and material condition report.”
Government Response: The vessel hull and material condition report is normally created by a marine surveyor in conjunction with a vessel purchase or sale. A SOLAS Cargo Ship Safety Construction Certificate, ABS classification, or other recognized classification that applies to the construction and current condition of the hull may also satisfy this requirement.
Vendor Question 3: Same question on Attachment 3 checklist on “Pollution Prevention Placards and Plans” and Pollution “Prevention Record Books.”
Government Response: Federal and international law requires vessels of this size to display specific pollution prevention placards at specific locations on the ship (both for petroleum and garbage). The ship should have and maintain garbage and oil discharge logs.
Vendor Question 4: Same question on the Attachment 3 checklist on “Potable Water Lab Results”. We don’t routinely tst water from municipal water sources.
Government Response: The water must be sampled from a point of use plumbing fixture aboard ship (sink, shower, etc.) not a municipal water supply.
Vendor Question 5: None of the vessels we intend to propose have the required deck winches installed at this time and would be outfitted with those post-award; is a statement to that effect in our proposal acceptable?
Government Response: The Government will evaluate all responses received and make an acceptability determination at that time.
