NDBC’s Marine Service Solicitation
EA-133W-15-RQ-0621
Questions and Responses June 13, 2019
1. Question: Would you prefer a crane or an “A” frame? We can supply either as I have designed both for other projects.
Government Response: On the question related to the lifting apparatus, both a crane or an A-frame will satisfy the requirements provided in the Regional Statement of Work (SOW). This specification requirement differs from the Global Vessel requirement in that both are required for the Global Basic Ordering Agreement (BOA). In the matter of preference, a crane is useful for vessel loading and unloading whereas an A-Frame is not.
2. Question: You mention in the BOA in Statement of Work (SOW), Para 2.2.5.2 that all cranes and “A” Frames be “certified” by ABS. As part of the process, ABS would be paid to approve the design and oversee the installation of an API approved crane during installation and testing. Any modification to the vessel would also be approved by USCG and this installation would require a new incline of the vessel. If you require ABS to “certify” the crane; this would be in addition to the installation design and run the cost of the project up.
Government Response: For the Regional Class vessels, the orders are short in duration and the fuel and consumables are factored into the daily rate proposed by the providing vendors. For longer charters on a Global Vessel BOA order, a Cost Contract Line Item (CLIN) for fuel, oil, and other consumables is included in the order.
3. Question: I do not see anywhere in the BOA or anything I have read that discusses fuel and oil usage.
Am I to assume consumables will be purchased and reimburse on monthly invoicing? Can you elaborate?
Government Response: That is correct. For the Global BOA Task Order, an additional sub-CLIN to cover Other Direct Costs (ODC) or reimbursable items such as fuel, oil, port charges, filter usage, diving, installation and removal of oceanographic instrumentation, Internet and Satellite Communications (INMARSAT). Cost of these items will be reimbursed by the Government. Below is the sub-CLIN structure awarded on a Global Class Vessel Task Order:
CLIN 0001A - (OTHER DIRECT COSTS) AGAINST CLIN 0001)
ESTIMATED TOTAL PRICE: PRICE IS PROVIDED BY THE GOVERNMENT
(COST-REIMBURSABLE) – Other Direct Costs(ODCs): Include all Other Direct Costs (ODC), to include fuel, oil, port charges, filter usage, diving, installation and removal of oceanographic Instrumentation, Internet and Satellite Communications (INMARSAT), if needed, in the amount above. Cost of these items will be reimbursed by the Government. Material & Handling rate of ____% will apply to CLIN 0001A.
